Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FDA- RFQ-24Q1277161. This requirement is issued as Request for Quote. The solicitation is issued as Full and Open Competition. The solicitation documented and incorporated provisions and clauses in effect through the Federal Acquisition Circular (FAC) FAC-2024-05, Effective 05/22/2024 The associated North American Industry Classification System (NAICS) Code is 334516 with a business size of 1000 employees. The US Food & Drug Administration (FDA) intends to issue a Commercial Item Firm Fixed-Price purchase order that meets the requirements herein. A list of line-item number(s) and items, quantities, and units of measure (including option(s), as applicable) can be found in sections vi and vii of the solicitation. Description of Requirement and vii. Order Administration Information BACKGROUND The San Juan Medical Products Laboratory (SJNLMP) has limited and obsolete bench space available for sample preparation. The older metal cabinets are corroded and have partially functioning drawers and shelves. Moving large instruments such as GCMS and LCMS to mobile laboratory benches would reduce the instrument footprint and allow for greater flexibility with the available preparation workspace and functioning storage space. In addition, the mobile benches will reduce the lab noise from the mass spec vacuum pumps, facilitate instrument maintenance and repair. In addition, will improve laboratory ergonomic when using the instrument and processing data. OBJECTIVE The objective is to obtain one Mass Spectrometry Bench with Integrated Pump Enclosure, solvent waste storage, CPU holders, cable management, drawers, and accessories. REQUIREMENTS The contractor shall provide the minimum requirements under this contract: ������ Mass Spectrometry Bench (Qty 1) with Integrated Pump Enclosure: Approximate Counter Size: 78.5"" x 34.5"". Bench shall have a large noise enclosure for the vacuum pump. Bench shall have a sliding platform for one vacuum pump. Bench shall have grey color, chemical resistant countertop. Bench shall have cabinet with three drawers. Bench shall have additional multifunction side-bench shelf, left or right side. Bench shall have side fixed container for solvent waste bottles. Bench shall have solvent waste canister 2.6 US gal. (10 liters) with safety cap. Bench shall have at least 8 US electric plugs. Bench shall have cable management system. Bench shall have solid phenolic resin countertop. Bench shall have a two flat screen monitors arm and one keyboard shelf. Bench shall have a CPU holder. �������������� Trade and Service Specs Equipment shall be newly manufactured, not used, refurbished, or previously used for demonstration. The contractor shall provide a minimum of a one-year manufacturing warranty for�all manufactured equipment and parts. The warranty shall be included with the equipment and not separately priced. Documentation Requirements: Installation Instructions Manual INSPECTION/ACCEPTANCE CRITERIA ������ Inspection and acceptance shall be in accordance with the base clause 52.212-4(a). The technical point of contact (TPOC)/contracting officer�s representative] is responsible for the inspection and acceptance of the deliverables for this requirement. Aside from Federal holidays, the contractor shall contact the COR or Contracting Officer to determine work status in the event of Government closures. If a contractor staff has been approved to work at an alternate work site, the Government anticipates that the contractor staff will continue to perform their tasks as assigned at the order level.� In the event of inclement weather, contractor staff that work on-site at a Federal facility shall be responsible for checking the operating status. If the facility is closed and the contractor staff is telework ready, the contractor staff may be required to work at the direction of the COR or CO.
