International Standard for VoIP in Air Traffic Control (ATC) Training: Implementation of Next Gen. VoIP Comm. systems, functionality and features over an Air Traffic Service Ground Network combined with practical ED-137C Telephone/Radio/Recorder Emulator and ED-138 Network Performance Monitoring lab Description of Supplies/Services: The international standard for VoIP in Air Traffic Control (ATC) has recently been approved at Rev C and the FAA requires training on the new version. The FAA seeks two five-day training courses, with a maximum of 16 attendees per training course (32 total) which will take place at the FAA Oklahoma City location. The FAA is also seeking the option for four additional 16-attendee courses, with two to take place at the William J. Hughes Technical Center in Atlantic City, and two to take place at FAA Headquarters in Washington, D.C. The training will consist of the following: The course must provide a broad picture of VoIP technology and its application to ATS Ground Voice Networks starting with a technology and functionality overview of today's operational telephone and radio networks followed by a high level description of how VoIP will be used in aeronautical ground telephone and radio communications. The course must provide technical details about EUROCAE VoIP (ED-137/138) in ATM Ground Telephone interfaces + Telephone Lab. The course must provide in-depth details about VoIP functionality in the ATS Ground Telephone network followed by an explanation of the configuration and functionality of ED-137C Telephone Emulator. The course must have the participants undertake a practical lab session working in pairs using ED-137C Telephone Emulators connected through a Network and performing a series with test case scenarios in order to fully understand the ED-137C Telephone Interfaces The course must provide technical details about EUROCAE VoIP (ED-137/138) in ATM Ground Radio interfaces + Radio Lab. The course must provide in-depth details about VoIP functionality in the ATS Ground Radio network followed an explanation of the configuration and functionality of ED-137C Radio Emulator. The participants must undertake a practical lab session working in pairs using ED-137C Radio Emulators connected through a Network and performing a series with test case scenarios in order to fully understand the ED-137C Radio Interfaces. The course must provide technical details about EUROCAE VoIP (ED-137/138) in ATM Ground Recording Interfaces + Recording Lab. The course must provide in- depth details about VoIP functionality in the ATS Ground Recording network followed by an explanation of the configuration and functionality of ED-137C Recorder Emulator. The participants must undertake practical lab sessions working in pairs using ED-137C Radio Emulators connected through a Network and performing a series with test case scenarios in order to fully understand the ED-137C Recorder Interfaces. The course must provide technical details about EUROCAE VoIP Network performance, Performance Measurements, ED-138 Network Performance Monitoring Tool lab and VoIP Communication security. This must include the examination of network performance and supervision aspects, Network Emulator/Performance Measurements followed by a practical lab using the ED-138 Network Performance Monitoring tool. This must be followed by VoIP communication security aspects. Instructions for Submittal: Should your company self assess the capability to meet the FAA's requirements above, please provide the FAA with a capability statement of no longer than five (5) pages describing your ability to fulfill this training need.
