- MEMORANDUM (Redacted) Subj:����� SOLE SOURCE MEMORANDUM TO ACQUIRE INTERMAPHICS SINGLE DEVELOPER SOFTWARE LICENSE RENEWALS (Redacted) 1. Identification of the agency and the contracting activity, and specific identification of the document as a �Limited Sources Justification.� This is a limited source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02). 2. Nature and/or description of the action being approved. This action will award a firm fixed price purchase order, on a sole source basis, for the renewal of Intermaphics Single Developer Software licenses from Kongsberg Geospatial Limited, 411 Legget Drive, Suite 400, Ottawa, Ontario, Canada K2K 3C9.� Intermaphics is a high-performance geospatial visualization and mapping software development kit at the heart of the TerraLens geospatial platform. �TerraLens Core has been optimized for spatial awareness, ISR, and Command and Control (C2) applications. 3. A description of the supplies or services required to meet the agency�s needs (including the estimated value). This procurement is for the following: Product Number�IMDL0 Product Name�InterMAPhics Single Developer License Qty�1 Product Number�IMDL6 Product Name�Annual Maintenance and Support Development License Qty�1 Product Number�IMWRT5 Product Name�InterMAPhics Warranted Runtime License Qty�1 (Redacted)� The Government�s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. (Redacted) 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). This procurement is sole source for the following reasons.� The Naval Surface Warfare Center - Panama City Division (NSWC PCD) Code S12 Special Operations Engineering & Development Branch requires the renewal of Intermaphics software licenses manufactured exclusively by Kongsberg Gallium.� This software is needed for the MK11 Software Lab for the MK11 software integration lab.� InterMAPhics is used to display the world oceans.� InterMAPhics is installed in all the MK11 SDV.� InterMAPhics would not be installed on a local machine or desktop computer and it will only be installed in a tactical environment such as the software integration lab.� The MK11 SDV uses a product called gallium InterMAPhics onboard Aegis ships and we need to purchase one (1) license to support the MK11 Navigation and Geospatial Development.� Kongsberg is the developer of the perpetual license and the only source for the InterMAPhics Single Developer Software License.� If software for the MK11 Software lab is not procured, the SpecOps Software Lab, Code S12, and our engineers will not be able to support the MK11 Navigation and Geospatial Development. This will hinder mission essential requirements for the SDV Boat Program as directed by boat requirements and our mission to protect the US Navy warfighter.�� Therefore, it is imperative that the InterMAPhics Single Developer Software License is renewed as soon as possible. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government�s needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, InterMAPhics Single Developer Software is the only software that will meet the Government�s needs. 7. Any other facts supporting the justification. None. 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. For the reasons specified in paragraph 4 above, InterMAPhics Single Developer Software is the only software that will meet the Government�s needs. RFQ must include supporting documents: Capabilities Statement, Proof of past performance for similar work, and cage code. Award will be based on the best value to the government considering price, delivery, quality, and past performance. Email quotes to hudson.g.sim.civ@us.navy.mil on or before the closing date and time stated above. The Government will not accept late quotes. The Government will not accept quotes that are partial or incomplete. Provide CAGE code and lead time on your quote. Vendors must be able to invoice through Wide Area Workflow (WAWF). If shipping is not included in the price include a line item for shipping. Vendors must ensure that they have received a response within 2 Business days after quote has been submitted to remain competitive.
