- Background: The NAVAL MEDICAL RESEARCH UNIT SOUTH (NAMRU SOUTH) Environmental Department is in the search for contracting an �electrical and electronic devices waste (RAEE, in Spanish)� operator company or hauler, registered in the Ministry of Environment of Peru, to manage the collection, transportation, valuation, and final disposal of 4 types of RAEE at NAMRU SOUTH Iquitos, currently being stored since January 2024. Wastes include regular (AA, AAA, D) and lithium batteries, fluorescents, and digital thermometers. Our current hired hauler (Grupo Brunner SAC, Iquitos) decided to interrupt the services for these 4 types of RAEE on February 2024, unexpectedly and without notification, and despite having several conversations with them since that date, involving IQT, ENV and PROC, they have confirmed they will not continue managing these wastes due to a lack of technical capability on their end. Hence, a technical consultation was made to the Ministry of Environment of Peru, in an aim to find a solution for this situation and for which the Governmental institution concluded that a new local vendor should be pursued by the NAMRU SOUTH in an aim to correctly dispose these 4 types of RAEE and continuing our current local contract with Grupo Brunner SAC. Aligning to Peruvian regulations, a maximum of 12 months is allowed for storing RAEE at a site. Despite legally having 4 calendar-months for disposing these, the NAMRU SOUTH FIN regulations only allow us to perform it before the end of FY24 (30Sep2024). In addition, if not disposing these items within the expected period, or ASAP, we could face legal sanctions from the Peruvian Government, besides increasing the risk to have explosions or fires due to the storage of batteries. Hence, a market consultation was made among different vendors, and only one (Sech� Group SAC, Lima) responded to our request to provide these services at NAMRU-S Iquitos for a Final Total of $13,284.03 USD.� In this manner, this request acts as complementary and necessary, as only one vendor (Sech� Group SAC) will be able to provide these services on site. Place of Performance: NAMRU SOUTH � Iquitos, Loreto, Peru If capable sources are not identified through this notice, then NAMRU SOUTH intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Sech� Group SAC for the requirements of NAMRU SOUTH. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Local Time, Sept 16th 2024.
