Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice Page 13 of 13 Request for Quote (RFQ): | Oil Free Rotary Air Compressor and Installation (Brand Name or Equal) Amendment 0001: The purpose of this amendment is to answer questions received in response to the solicitation and add two-line items to the price schedule below. Please ensure you are verifying the additions to the price schedule and quote accordingly. Answers. The contractor will need to provide and install a 175amp breaker to the panel. there is a 20-amp breaker for the air dryer. Locations for these disconnects are about 25 feet from compressor, and air dryer. Winterization will not be required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation. * The deadline for all questions is 3:00 pm MST, September 10, 2024 All questions must be submitted in writing no later than the question cut-off date marked above. All questions will be answered officially through an amendment to the solicitation. ** Quotes are to be provided to Jonathan.saiz@va.gov no later than 5:00pm MST, September 11, 2024. Quotes shall not be hand carried. Faxed quotes shall not be accepted. Emailed quotes are the only method of submitted quotes (4MB email limit). The Government reserves the right to make award solely on initial Quotes received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. This RFQ shall be completed in its entirety, and signed and dated, failure shall not be considered for award. This is a Request for Quote (RFQ) and the solicitation number is 36C25924Q0793. The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04 effective May 01, 2024. The North American Industrial Classification System (NAICS) code for this procurement is 333912 with a small business size standard of 1,000 employees. Quotes must match or exceed the salient characteristics to be considered for award.   FOB shall be destination. The cost of freight shall be included in the cost of the line items, rather than be a standalone line item. Cut sheets and Specification sheets proving the offered product meets all required specifications and salient characteristics shall be included with the quote. Quotes shall be accompanied by an authorized distributor letter provided by the manufacturer. The installation of the air compressor is time sensitive due to it replacing the back up that is inoperable. Should the main air compressor become inoperable the VAMC will lose HAVC, Dental and Pharmacy capabilities. This solicitation cannot be extended due to the time sensitive nature of this requirement. Please see the attached drawings, floor dimensions and pictures for reference. STATEMENT OF WORK Veteran Affairs Healthcare Systems (VA HCS) Replace BF118 Back-up Air Compressors at the Oklahoma VAMC, Oklahoma City, OK GENERAL: A. This project is to replace the inoperable BF118 backup air compressor with a new 100 HP air compressor, air dryer and 175-amp breaker located at the VAMC, OKC, Oklahoma. B. The contractor is fully responsible for verifying and validating all information contained within this statement of work. The contractor must fully evaluate the condition of the existing structures and verify the current condition of the project site. C. All measurements/quantities provided in this document are approximate and are to be used for reference only. The contractor will be responsible for taking on-site measurements and verifying all quantities and distances. D. All materials/fasteners/etc. must be new and provided by the contractor. E. The contractor shall abide by all Safety, Security, and Infection Control Policies and Procedures of the Oklahoma City VA Medical Center. F. VA facilities are tobacco-free. No smoking is permitted on VA property. The contractor is responsible for their subcontractor s compliance with this policy. G. All work must conform to, and comply with, the latest edition/version of ALL applicable VA, federal, state, and local laws, rules, regulations, codes, and standards. H. Expected performance period 100 days after the contract is awarded. Delivery and evaluation lead time will be heavily weighted. JUSTIFICATION: The existing Backup compressor in BF118 has met end-of-life. This compressor can t produce enough air pressure for the hospital s needs. STATEMENT OF WORK: The contractor shall provide supervision, manpower, and materials to replace the existing rotary screw air compressor that is oil-free type, Single-stage, oil-free, Air-cooled 100-hp rotary screw compressor. A crane will be required to remove and install equipment. A crane will be required to remove the current air compressor and install the new air compressor. The best place to put the road crane is 13th street which is 4 lanes, two lanes each way with a parking lane/shoulder. The entire west bound lane will not require complete closure, but it is possible to do so and it has been done before. The ambulance lane will not be blocked from entering the west side of the hospital. Ambulance services will be notified when roads are closed for installation of the air compressor. The cage where the air compressor will be dropped in and installed are as follows. Street to back of cage is 45 feet. Current inoperable air compressor to the back wall of the cage is 25 feet. Current inoperable compressor to the front of the cage is 25 feet. Please see attached pictures for reference of the cage housing the air compressor. Install 175-amp breaker. Remove and replace the existing air compressor and air dryer. IV. General 1. All electrical and piping needs to be included in quote. 2. Lockout tagout all electrical to air compressors. 3. The contractor shall obtain a permit for the crane. The crane will be used to rig out the old air compressors and install new air compressors. 4. Reconnect power to air compressors. 5. Start-up air compressor for operation testing, run air compressors at full load, and check operation. 6. Return to service. 7. Clean up of job site. V. Work Schedule Normal working hours are from 7:30 AM to 4:30 PM (local time) Monday through Friday except for weekends and established Federal Holidays. Delivery and acceptance is to be F.O.B Destination (FAR 52.247-34) at the Veterans Affairs Medical Center, located at: Oklahoma City VAMC 921 NE 13th Street Oklahoma City, OK. 73104 United States 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.  No remanufactures or gray market items will be acceptable. Offeror shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.  All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.  Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. Offerors providing an or equal product(s) must adhere to the terms in FAR 52.211-6. If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Government s needs. The salient physical, functional, or performance characteristics that equal products must meet or exceed are specified in the solicitation. To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must Meet the salient physical, functional, or performance characteristic specified in this solicitation; Clearly identify the item by- Brand name, if any and Make or model number, Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The contracting officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the contracting officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. Any award made as a result of this solicitation will be made on an All or Nothing Basis. State if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract. Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contactors, the offeror making such contact may be excluded from award considerations. All proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror s page limitations unless otherwise indicated in the specific volume instructions below. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote. Submission of quote shall include the following volumes: (I) - Technical capability or quality of the item offered to meet the Government requirement; (II) Price; Volume (III) Delivery and Installation Lead Time. Volume I - Technical capability or quality of the item offered to meet the Government requirement The offeror shall submit specifications, cut sheets, or brochures confirming the equal products, including equal products of the brand name manufacturer submitted, meets or exceeds the salient physical, functional, or performance characteristic specified in this solicitation. The product(s) quoted must be identified by brand name, if any, and make or model number. Volume II Price Price - The offeror shall complete the pricing schedule provided in Section (v) above: Price/Cost Schedule. Volume III Delivery and Installation Lead Time Offers quote shall provide the delivery lead time and when the installation is expected to be completed. (End of Addendum to 52.212-1) 52.212-2, Evaluation--Commercial Items applies to this acquisition ADDENDUM to FAR 52.212-2 EVALUATION COMMERCIAL ITEMS: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and other factors. The following factors shall be used to evaluate quotations: Factor 1. Technical capability or quality of the item offered to meet the Government requirement Factor 2. Price Factor 3. Delivery and installation lead time Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: Factor 1. Technical capability or quality of the item offered to meet the Government requirement: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. Factor 2. Price: The Government will evaluate the price by adding the total of all line item prices. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the item offered to the Government requirement shall not be selected regardless of price. Factor 3. Delivery and installation lead time: The government will evaluate the offerors lead time for delivery and installation, which may be deemed of more importance than price. Designated country end product means a WTO GPA country end product, an FTA country end product, a least developed country end product, or a Caribbean Basin country end product. End product means those articles, materials, and supplies to be acquired under the contract for public use. Free Trade Agreement country end product means an article that- (1) Is wholly the growth, product, or manufacture of a Free Trade Agreement (FTA) country; or (2) In the case of an article that consists in whole or in part of materials from another country, has been substantially transformed in an FTA country into a new and different article of commerce with a name, character, or use distinct from that of the article or articles from which it was transformed. The term refers to a product offered for purchase under a supply contract, but for purposes of calculating the value of the end product includes services (except transportation services) incidental to the article, provided that the value of those incidental services does not exceed that of the article itself. Least developed country end product means an article that- (1) Is wholly the growth, product, or manufacture of a least developed country; or (2) In the case of an article that consists in whole or in part of materials from another country, has been substantially transformed in a least developed country into a new and different article of commerce with a name, character, or use distinct from that of the article or articles from which it was transformed. The Contractor shall deliver under this contract only U.S.-made or designated country end products except to the extent that, in its offer, it specified delivery of other end products in the provision entitled ""Trade Agreements Certificate.""
