AMENDMENT 01 The purpose of this amendment is to:� 1. Extend the Request for Quote (RFQ) DUE DATE to: Thursday, Septemeber 12, 2024 2. Extend the RFQ DUE TIME to: 3:00 PM EST ------------------------------- This is a combined synopsis/solicitation (hereafter referred to as �solicitation�) for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. � Solicitation Number: FA6648-24-Q-0012 *This solicitation is issued as a Request for Quote (RFQ) This solicitation document and incorporated provisions and clauses are in effect through: Federal Acquisition Circular FAC 2024-03;�Defense Federal Acquisition Regulation Supplement Public Notice 20230929;�Department of the Air Force Federal Acquisition Regulation Supplement 2024-0612 THIS REQUIRMENT WILL BE: 100% Small Business Set Aside. The North American Industry Classification System (NAICS) number for this acquisition is 336413�with a size standard of 1250 Employees. The applicable Product Service Code (PSC) is 1740, Airfield Specialized Trucks and Trailers Decription: Homestead Air Reserve Base has a requirement for an F-16 Gun Maintenance Trailer to be assembled, shipped, and delivered to Homestead Air Reserve Base (HARB). The manufactured F-16 Gun Maintenance Trailer is designed to provide a stable working platform for performing maintenance on the 20MM Gun System. The trailer has storage compartments for transporting the gun system to and from the flight line. The trailer's split deck design eliminates the need to remove the external fuel tanks before performing maintenance. The trailer incorporates a crane rated at 300 pounds to lift the gun and drum from the aircraft. Item: F-16 Gun Maintenance Trailer IAW Drawings No. X20084625 Rev A. AF Code Identifier No. � 18894. Final Quantity will be subject to availability of funds. The anticipated contract will be a Firm-Fixed-Price (FFP) Purchase Order with an anticipated award date: NLT 30 September 2024. The provision at 52.212-2 -- Evaluation � Commercial Products and Commercial Services applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation: ADDENDUM to FAR 52.212-2 Basis for Contract Award: The Government intends to make an award based on the quote that offers the best value to the Government, considering price, technical acceptability, and warranty. Price is the most important factor, followed by Technical and �Warranty. While price is an important factor, the Government reserves the right to award to other than the lowest, technically acceptable, priced offeror if a quote offers a superior warranty that provides better overall value to the government. Evaluation Factors. Factor 1, Price: The Government will evaluate the total proposed price. Price will be evaluated to determine fairness, reasonableness and realism in accordance with applicable regulations. Price will be considered the most significant factor, but not the only factor, in the award decision. Factor 2, Technical Acceptability: The Government will evaluate the technical acceptability of the quoted item(s) based on the offeror�s ability to meet the requirements outlined in the solicitation and Attachment 2, Specifications. The Offeror shall assume that the Government has no prior knowledge of its capabilities, facilities, and experience, thus the technical evaluation will be solely based on the information presented in the Offeror's Technical Capability Narrative. Technical Evaluation will be conducted on a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quote must be rated as technically acceptable to be eligible for award. (Your quote package MUST clearly show and demonstrate your company's ability to meet the stated requirements outlined in this solicitation. Failure to provide enough information will result in a determination of quote being unresponsive to the solicitation. Only a limited number of the lowest priced proposal will be selected for this detailed evaluation. Factor 3, Warranty: The warranty will be evaluated based on the comprehensiveness, length, and reliability of the coverage offered, as well as any exclusions or limitations. If the offeror does not provide any warranty, it must be stated within the quote. A superior warranty that provides enhanced coverage or terms may be considered as a significant value to the government and could influence the award decision. � Evaluation of Offers. The evaluation process follows: Step 1: Initial Price Screening Price Evaluation. All quotes will be initially reviewed and ranked based on the total evaluated price. Down-Selection. The Government will select the three lowest-priced quotes for further technical and warranty evaluations. This down selection is based solely on price. Step 2: Detailed Evaluation Technical Acceptability. The three lowest-priced quotes will undergo a detailed technical evaluation to determine if they meet minimum technical requirements specified in the solicitation. Quotes that do not meet these requirements will be deemed unacceptable. Warranty Evaluation. The warranty offered by each of the three lowest-priced technically acceptable quotes will be evaluated in this phase. The government will assess the comprehensiveness, length, and overall value of the warranty. Step 3: Trade off analysis The Government will conduct a trade-off analysis among the three lowest priced technically acceptable quotes. While price remains the most important factor, the Government reserves the right to award to an offeror with a higher price if that offeror provides a superior warranty that is determined to provide better overall value to the government. The Government will consider the additional value provided by the warranty in relation to the additional cost. If the superior warranty is deemed to offer significant benefits, the government may award to that offeror even if their price is not the lowest. Step 4: Award Decision The contract will be awarded to the offeror whose proposal is determined to provide the best overall value to the Government, considering price, technical acceptability, and warranty. The Government reserves the right to make the award to an offeror that is not the lowest-priced if their quote offers a superior warranty that justifies the additional cost. The government intends to award a Purchase Order without discussions; however, the government reserves the right to conduct discussions if deemed in the Government�s best interest.�Only one award will be made under this solicitation. � By submission of its quote, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to all solicitation requirements may result in an offer being determined unacceptable and ineligible for further evaluation. Notice of Award. A written notice of award or acceptance of a quote, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
