- In support of Project No: OC-2024-115546 The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services, Facilities Support Branch intends to award a 12-month bridge service contract to provide continued 24/7 operations and maintenance support of the Muirkirk Research Complex (MRC) in Laurel, MD to include routine preventative maintenance of all the equipment and buildings, repair and service of various unplanned and/or emergent non-standard work orders, and seasonal snow and ice removal services. The period of performance shall be from September 30, 2024 to September 29, 2025, no options to be included. The proposed contract action will be awarded on a sole source indefinite delivery, indefinite quantity contract with task orders of firm fixed price, time and materials, and labor hour type and a maximum ceiling of $7M to allow the Government continuity of services, while the competitive 8(a) follow-on acquisition is adequately solicited, awarded, and transitioned.� The incumbent contractor� uniquely qualified and positioned to continue performing this support is: � � �NVE, Inc � � �13800 Coppermine RD, Suite 301 � � �Herndon, Virginia 20171 Description of Services: This non-personal services requirement is to provide 24-hour, 7 days a week operational and maintenance support services for all buildings and facilities under the U.S. Food and Drug Administration at the Muirkirk Road Complex (MRC). �The tasks to be performed includes routine preventative maintenance of all the equipment and buildings, repair and service of various unplanned and/or emergent non-standard work orders, and seasonal snow and ice removal services.� The Contractor shall provide a workforce of fully trained engineers, technicians, tradesmen, support personnel, and management staff to ensure round the clock satisfactory operational performance.� All personnel must possess the proper security clearances and educational and technical qualifications to perform their assigned duties upon start of the contract performance.� The specific tasks associated with this requirement is provided in the attached Statement of Work, dated September 6, 2024. The North American Industrial Classification System Code (NAICS) for this requirement is 561210, Facilities Support Services and Product Service Code (PSC), M1EB �� Operation of Maintenance Buildings. The Small Business Size Standard associated is $47.0M. The bridge acquisition is being issued under the statutory authority of FAR 13.501(a)(1)(ii), Sole Source under Simplified Procedures for Certain Commercial Items. The justification will be provided with the award notification. This notice is being distributed solely via the System for Awards Management website (www.SAM.gov) and this notice is not a request for competitive proposals. However, if any party, especially a (8) small business believes it can meet the Government�s needs by the required need date, it may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement to the Contracting Officer, Sheneil Green at sheneil.green@fda.hhs.gov by September 16, 2024 at 12:00PM EST. � All responses must include the following business information: Unique Entity Identification (UEI) Number Company name, address, primary point of contact and their email and phone number Type of company (i.e., small business, 8a, woman owned, HubZone, veteran owned, etc.) as validated in SAM.gov. All interested parties must be registered in SAM.gov to receive consideration of government contracts. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete the proposed action based upon responses to this notice is at the discretion of the Government. The Government will not reimburse respondents for any costs associated with information submitted in response to this notice. Responders are solely responsible for all expenses associated with responding to this intent to award/synopsis.
