Sole Source Award Special Notice Number:�FA461324Q1065 Purchase Description: PKB SFG�ESRI ArcGIS Server License The 90th Contracting Squadron at F.E. Warren AFB, WY, hereby gives notice of their intent to award a single source purchase order to Environmental Systems Research Institute, Inc. (ESRI), (380 New York St., Redlands, California, 92373-8118; CAGE: 0AMS3), to provide licenses for the 90th Security Forces Group (90 SFG). The statutory authority which permits single source for this acquisition is 10 USC 3204(a)(1), as implemented by FAR 6.302-1. This authority is supported by an approved Justification and Approval. It is the Government�s intent to proceed with this single source action as only one responsible source and no other supplies or services will satisfy agency requirements. The intended procurement is classified under the�Product Service Code (PSC) 7A21, and the North American Industry Classification System (NAICS) code 513210. The 90th Security Forces Group at FE Warren AFB, WY,�has a requirement for a GPS Tracking System to provide real-time vehicle tracking capabilities, however, without the ESRI ArcGIS Server License, 90 SFG is unable to render the vehicles. ArcGIS licenses are only available via the ESRI portal, and a license is required to activate the capabilities within the ArcGIS software. ESRI licenses are managed on a license server and ESRI is the only provider that can provide the required authorization file.�� The licensing server controls software authorizations for each member account and each installation of ArcGIS server license requires an authorization file. Accordingly, for FE Warren AFB to fully implement the GPS Tracking System, the supplies will need to be purchased from Environmental Systems Research Institute, Inc. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 2:00 pm Mountain Time (MT) on 17 September 2024 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these licenses. Verbal responses are not acceptable and will not be considered.
