- Description
- The National Oceanic and Atmospheric Administration�s (NOAA) , Management and Budget Acquisition Office, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Daikin Applied Americas Inc to perform overhaul repairs/maintenance on the McQuay� chiller at the NOAA Main Laboratory Bldg, 3209 Frederic Street, Pascagoula, MS. The Contractor will provide a depot-level overhaul of the McQuay (Daikin) 250-ton, water-cooled, magnetic-bearing centrifugal chiller to ensure continued reliable, energy-efficient operation year-round.� The Contractor shall provide everything including parts, labor, and warranty. The Performance Period will be from Award through February 28, 2025.� The service can be conducted during the months of December 2024 and January and/or February 2025, when the chiller is off-line for the winter season.� The Contractor shall have all equipment, parts, components, tools, etc. on hand at the site and ready to install/replace before proceeding.� Once the actual overhaul process is started (i.e., the chiller is taken off-line to begin work), the Contractor shall complete all work and have the system returned to fully operational status within 10 calendar days.� The contractor will work with the project lead/GPOC to schedule the work during the aforementioned time frames. .� All work shall be completed and the chiller returned to fully operational status by 28 February 2025 The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.� The existing chiller is a McQuay brand (now wholly-owned by Daikin Applied Inc).� This chiller has two advanced technology, magnetic-bearing compressors that are highly proprietary in nature.� Servicing this machine requires the accompanying proprietary software pre-loaded on a laptop, etc. to access not only the machine but the individual compressors themselves.� Additionally, many the components listed to be replaced during the overhaul are only available through the manufacturer directly.� The entire overhaul procedure is highly technical and complex in nature, and is unique to this particular brand, type and model of chiller.� All work must be performed by Daikin factory trained & certified technicians who have the full backing of the manufacturer in areas of field technical support, factory parts, training, specialized tools, laptops, programming/analysis software, etc.�� The sole source determination is based on NOAA�s requirement that Daikin Applied is the only authorized to work on the McQuay units. �***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
