- This Sources Sought/Market Survey Notice is being conducted by LTC Charles S. Kettles VA Medical Center, 2215 Fuller Road, Ann Arbor, MI 48105 to identify all sources that are capable of providing Guldmann patient lift testing services for 816 Guldmann Patient Lifting Systems located at the Louis Stokes VA Medical Center, Cleveland, Ohio, for the period of January 1, 2025 December 31, 2025 with two option years exercisable solely at the discretion of the Government in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract. Prospective sources shall respond to this Sources Sought no later than 12:00pm (Eastern), Friday, September 13, 2024. Send all replies to Kelly Poole at kelly.poole@va.gov STATEMENT OF WORK 1. Background. There are 816 Guldmann Patient Lifting Systems in use at the Louis Stokes Northeast Ohio Medical Center, Cleveland, Ohio. Each of these units require periodic maintenance and repair that utilizes proprietary software and parts. An Annual Weight Test and Inspection as required under Safe Patient Handling Alert AL14-07 is to be completed between January and April of each year as well. 2. Specific Tasks. 1. Contractor shall perform annual Testing and Inspection of all Guldmann GH3+ Patient Lift Systems at the Cleveland VA Hospital, including, Main Hospital, Cares Tower, Women s Health and Learning Exchange, All CBOC Clinics with Guldmann Patient Lifts (Youngstown, Lorain). This testing and inspection will be completed as stated in Safe Patient Handling Alert AL14-07. 2. Scheduled and Unscheduled Service to maintain and repair all Guldmann GH3+ Patient Lift Systems at the Cleveland VA Hospital, including, Main Hospital, Cares Tower, Women s Health and Learning Exchange, All CBOC Clinics with Guldmann Patient Lifts. (Youngstown, Lorain) 3. Performance Monitoring COR or Technical Rep will monitor the performance of this contract 4. Security Requirements Each technician working shall be required to go through the Contractor badging process through the PIV office. The assigned technician shall check in with the COR or his designate prior to starting any work each day. VA Information Custodial Language: Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of the VA. This clause expressly limits the contractor/subcontractor's rights to use data as described in Rights in Data - General, FAR 52.227-14(d) (1). The contractor/subcontractor must store, transport, or transmit VA sensitive information in an encrypted form, using VA-approved encryption tools that are, at a minimum, FIPS 140-2 validated. 5. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). A service bench located in the Machine Shop (BE470) will be available for on-site repairs. Electrical power will be accessible for charging of the weight test cart. 6. Other Pertinent Information or Special Considerations. Identification of Possible Follow-on Work. Follow on work associated with the Annual testing and inspection may include repair of systems that do not meet VA or Guldmann quality standards and requirements. This will include any work not included in the 3G Program Additional Systems. Due to ongoing construction and projected addition of Guldmann Patient Lift Systems in various locations, the 3G Program may need to be amended to reflect the current and increasing number of systems at our facility Identification of Potential Conflicts of Interest (COI). N/A Identification of Non-Disclosure Requirements. Not required e. Packaging, Packing and Shipping Instructions. Any spare parts that need to be shipped to the facility shall be addressed to: Louis Stokes VA Medical Center 10701 East Blvd Cleveland, Ohio 44106 Attention: Machine Shop f. Inspection and Acceptance Criteria. The COR shall make the final determination along with the contractor for final acceptance. The Contractor shall provide service reports that include, MAXIMO work order number, AL14-07 maintenance and repair form and explanation of repairs and parts used. The Annual Inspections require the AL14-07 Annual Inspection form as well as the Guldmann Inspection form. Risk Control Risk shall be controlled using CPARS, AL14-07 documentation, COR oversite and contractor documentation 7. Place of Performance. Wade Park VA facility at 10701 East Blvd Cleveland Ohio 44106 And all CBOC outpatient locations that contain Guldmann Patient Lifts (Youngstown, Lorain) Note: VA is requesting a Bariatric loaner to be included along with the 770 and 825 units.
