- Amendment 4 (9/6/2024): This amendment is being issued to answer the sixteen offeror questions: Q1. Are the maximum dimensions of 55 in x 48 in x 13 into 72 in x 50 in x 13 in applicable to the base vehicle before a vertical lift is added, or does the 13-inch height include the vertical lift in its lowest position? A1. Disp Svcs receives standard pallets (typically) either wingtip, two-way entry or four-way entry of wood construction.� The height of 13� is with the assumption that an AGV/AMR would be unable to maneuver beneath a pallet sitting the on the ground, the pallet would need to be elevated.� The elevation would need to be at a height where an AGV/AMR could operate under and lift from a stanchion to STOW the property. Q2. Does the 2,800-pound weight capacity refer to the capacity of the base vehicle itself, or is this the useful load capacity of the lift mechanism? A2. Wood Pallet construction is typically 42� x 42� or 48� x 48� weighing close to 37lbs and can hold 4,600lbs.� Disp Svcs never has single pallets at maximum weight capacity so 2,800lbs is sufficient. Q3. Is the 13-inch height a firm requirement due to your process needs, or is there flexibility in this dimension? A3. �It needs to be high enough to allow an AGV/AMR to maneuver beneath and elevate from a resting position to traverse and STOW. Q4. Is there a weight limit for the vehicle itself? A4. No weight limit however considering our warehouse floors are less than perfect / pristine with cracks and bumps which will incur slight elevation inclines/declines which will need to be navigated. Q5. Will pallets only be picked up from and delivered to stanchions, or will other methods of loading/unloading be required (e.g., ground level pickup, conveyor loading, transfer from another AMR or vehicle like a forklift)? A5. The simplest form will be stanchion-to-stanchion delivery, and we test out this proof-of-principle, all work will be conducted at ground level without the requirement to STOW at an elevated B-C-D storage location. Q6. Does the 360-degree vision requirement apply to both LiDAR scanners and 3D cameras, or just one of these components? A6 The AGV/AMR cannot run into people, equipment, or structures within a warehouse environment, if that�s a camera or LiDAR is irrelevant if safety is followed. Q7. What specific capabilities are expected from the 3D cameras? For instance, are they intended for navigation, obstacle avoidance, safety-rated functions, etc.? A7. The machine/technology cannot run into people, equipment, or structures within a warehouse. Q8. Does the setup and calibration apply solely to the vehicle, or is the contractor responsible for calibrating/mapping the vehicle's operating area as well? If it includes the latter, could you provide the approximate square footage of the area and a description of the environment (e.g., percentage of static vs. dynamic obstacles, variable lighting conditions)? A8. Disp Svcs Field Site Columbus is typically of your large-scale warehouses with multiple bays, storage racks and lighting. The setup of the vehicle would include both the technology itself and the initial training of the AGV/AMR and site personnel in setting up pick-up and drop-off locations within each bay. Q9. What is the minimum and maximum pallet size (footprint) that the AMR needs to move? A9. Maximum pallet size is 48� x 48�. Q10. Is the scale integrated into the pallet stanchion rather than the AMR, as implied in the SOW? A10. Yes. Q11. Does the scale require any specific certifications or accuracy class ratings? A11.� Yes - Calibration standards up to 2,800lbs, remember the pallet itself (typically 37lbs) needs to be zeroed out as the pallet is setting on the stanchion the reading should be zero until the first item is deposited.� If a pallet and box are sitting on a stanchion and zeroed out, then I downgrade an item (.9oz) and place it into the box on the pallet the scale should reflect .9oz.� We need accountability for weight under one pound as well, when the box is full and ready to be STOW� d there may be ten separate turn-ins of .9oz which equals 2.5lbs (90oz /36oz = 2.5lbs). Q12. Is a simple human-readable display sufficient for the scale, or does it need to interface digitally with other systems?� If it requires an interface, what are the interface requirements? A12.� The scale needs to provide evidence of the weight, something which can be provided to an auditor. Q13. Is the contractor responsible for facility modifications necessary for the charger/docking interface installation, such as power installation and floor anchoring? A13.� No � Disp Svcs will coordinate the charging / docking installation with DLA Installation Management. Q14. What specific operational tasks must the contractor set up and demonstrate within the 10 days following delivery? A14. Trouble shooting while staff and vehicle technology are getting acclimated. Q15. Is the contractor responsible for integrating the AMR with your Warehouse Management System (WMS) under this contract? A15. No� this initial �proof-of-principle� will not be interfaced with SAP/WMS systems. Q16. What specific features or capabilities are required for integration with your WMS? A16. Cyber Security standards and failsafe assurances would be a phase II or III after initial proof-of-principle is proven successful. Q19.�One question I have is the meaning of the term or acronym �STOW� as used in the answers.� With the requested underride AMR and single stanchion with scale, there is limited ability for the AMR to place pallets in locations other than the scale.� I am thinking that STOW may be another place that the AMR is expected to pick up or deliver pallets to.� If that�s true, I would like some more information to ensure our proposed solution is compatible. A19.�STOW � Is the act of physically moving a pallet and its contents to a designated warehouse storage location. This AMR w/scale, while we are receiving (example - Bay 1) we are also downgrading certain items to a scrap code listing (steels, copper, electronics, etc.) and placing them into designated boxes sitting on pallets. The purpose of the scale is to know the weight of each box while its accumulating scrap, when the box is full or at the end of the day the accumulation of a scrap (box) needs to be transported/deposited into a larger accumulation elsewhere within the warehouse, maybe a Bay 2-3-4-5 etc.� The act of transport is what we refer to as a �STOW�, as accumulating electronics scrap (scrap code E1L) we will eventually need to have the smaller box deposited into a larger accumulation, we need to have E1L Bay 1 (mini accumulation) and E1L Bay 3 (final accumulation) both programmed into the logic so we can have the transport (STOW) accomplished by the AMR.� Sitting in Bay 1 (E1L location) the box is full, we need the capability to signal the AMR to transport/deposit to Bay 3 E1L location and return to Bay 1 E1L empty. Humans will accomplish the off-load mission, the AMR is simply the courier service between locations. We meet every requirement except for size. Is this designed for a platform-style AMR? (A1) The AMR needs to be able to move/relocate standard size pallets, this is for one each AMR Pallet Mover with Scale. Q2. Seegrid makes full size power industrial vehicle AMRs such as tow tractors and forklifts up to 15' lift and 4000 lb. (A2) Currently, DLA is not looking for a full-size power industrial vehicle AMRs such as tow tractors and forklifts up to 15� lift and 4000 lb. Also, see answer to question 1. Q3. With a forklift AMR you wouldn't need pallet stanchions as they could pick/drop from ground or height. �(A3) Noted, this Requirement is for an Autonomous Mobile Robot (AMR) Pallet Mover with Scale. (A4) No, initial attempts will not be interconnected to SAP/WMS, this should be independent and separate. (End of Amendment 1) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SP4510-24-Q-1035 and being issued as a request for quotation (RFQ). This solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2024-05.� See attached Statement of Work and applicable provisions and clauses. This is a 100 percent Small Business Set Aside for Autonomous Mobile Robot (AMR) Pallet Mover with Scale for DLA Disposition Columbus. A non-manufacturer rule class waiver for the above listed NAICS code is applicable to this acquisition. Background: The primary mission of the Defense Logistics Agency (DLA) Disposition Services is to dispose of Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLA Disposition Services Headquarters is located in Battle Creek, Michigan, with a variety of field sites worldwide. DLA Disposition Services is responsible for managing the DoD Surplus Property Program. If the Contracting Officer decides to use line reverse auctioning to conduct price negotiations, the Contracting Officer will notify Offerors of this decision and the following applies: (1) The contracting officer may use reverse auction as the pricing technique during discussions to receive the final offered prices from each offeror. (2) During each round of reverse auction, the system displays the lowest offer price(s) unless the auction instructions are different. All offerors and authorized auction users see the displayed lowest price(s). This disclosure is anonymous and a generic identifier displays for the offeror. Generic identifiers include designators such as �offer A� or �lowest-priced offeror.� By submitting a proposal in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be disclosed, including to other offerors, during the reverse auction. (3) An offeror�s final auction price at the close of the reverse auction is considered its final price proposal revision. No price revisions will be accepted after the close of the reverse auction, unless the contracting officer decides that further discussions are needed and final price proposal revisions are again requested in accordance with Federal Acquisition Regulation (FAR) 15.307, or the contracting officer determines that it would be in the best interest of the Government to re-open the auction. (4) The contracting officer identifies participants to the DLA commercial reverse auction service provider. To be eligible for award and participate, the offeror must agree with terms and conditions of the entire solicitation and the commercial reverse auction service. The reverse auction pricing tool system administrator sends auction information in an email. The reverse auction system designates offers as ""lead,"" meaning the current low price in that auction, or ""not lead,"" meaning not the current low price in that auction. In the event of a tie offer, the reverse auction provider's system designates the first offer of that price as ""lead"" and the second or subsequent offer of that price as ""not lead."" If a tie offer is submitted and no evaluation factors other than price were identified in the solicitation or a low-price technically acceptable source selection is being used, the ""Not Lead� offeror that submitted the tie offer must offer a changed price; otherwise its offer will be ineligible for award. If evaluation factors in addition to price were listed in the solicitation and a tradeoff source selection is being used, tie offers that are ""Not Lead"" will be considered and evaluated. (5) Offerors unable to enter pricing through the commercial reverse auction service provider�s system during a reverse auction must notify the contracting officer or designated representative immediately. The contracting officer may, at their sole discretion, extend or re-open the reverse auction if the reason for the offeror�s inability to enter pricing is determined to be without fault on the part of the offeror and outside the offeror�s control. (6) Training. The commercial reverse auction service provider or government representative conducts training for offerors. Offerors receive training through written material, the commercial reverse auction service provider�s website, or other means. Trainers name employees successfully completing the training as a �Trained Offeror.� Only trained offerors may engage in a reverse auction. The contracting officer reserves the right to remove the �trained offeror� title from anyone who fails to obey the solicitation or commercial reverse auction service provider terms and conditions. INSTRUCTIONS TO OFFERORS: Submit quotes by email to chad.hankins@dla.mil no later than the specified date and time.� Attention should be noted to FAR 52.212-1(f), concerning late submissions.� The offeror bears the risk of non- receipt of any email transmissions and should ensure that all pages of the quote have been received by the designated office before the deadline indicated.� Email submissions by 4:00 pm one business day prior to the due date and time are encouraged to reduce the possibility of server or other cyber-related delays that may render your response as ineligible for consideration. The information located in FAR 52.212-3 (Offerors Representations and Certifications) must be current on SAM.gov at the time of quote submission.
