- The Naval Air Systems Command (NAVAIR) intends to issue a sole source Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement (BOA) N00019-25-G-0002 to the Rolls-Royce Corporation (RRC), Indianapolis, IN, for the procurement of torquemeter assemblies for the V-22 Osprey Tiltrotor Aircraft in support of the United States Government (USG). The expectation is that a quantity of six (6) torquemeters will be procured. The anticipated period of performance will be from May 2025 through Dec 2025. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� As the sole designer, developer, and producer of the AE1107C engine, RRC is the only source that has unrestricted access to the totality of technical data needed to sustain the AE1107C engine. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications, demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required, to the Contract Specialist listed below within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.
