- 36C25024Q1018 Intent to Sole Source Carl Zeiss Visulas Yag Laser The Department of Veterans Affairs, The Chalmers P. Wylie Ambulatory Care Center, 420 North James Road, Columbus, Ohio 43219 intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The VA intends to solicit and negotiate with OEM, Carl Zeiss Meditec USA Inc at 5300 Central PWKY, Dublin, CA, 94568 and their sole Authorized Distributor, Small Minority Owned Business: PROAIM Americas, LLC at 16024 Manchester RD STE 200, Ellisville, MO, 63011. The Chalmers P. Wylie VAACC is in need of the new Carl Zeiss Visulas Laser System to provide the Veterans the best diagnostic care. This is for the replacement of the old laser. The current laser in the Eye Clinic has reached its end of life. The Carl Zeiss Visulas Laser is a modern and compact laser workstation for safe and effective photo disruption. This application-based laser allows our Clinicians to perform posterior capsulotomy for a high variety of intraocular lenses (IOLs) and iridotomy. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Chalmers P. Wylie Ambulatory Care Center is in need of the new Carl Zeiss Visulas Yag Laser System to provide the Veterans the best diagnostic care. This is for the replacement of the old laser. The current laser in the Eye Clinic has reached its end of life. Carl Zeiss Visulas Yag Laser is a modern and compact laser workstation for safe and effective photo disruption. This application-based laser allows our Clinicians to perform posterior capsulotomy for a high variety of intraocular lenses (IOLs) and iridotomy. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Carl Zeiss Visulas Yag Laser is brand name specific and only Carl Zeiss, or its Authorized Distributor can provide such equipment. The Visulas Laser is replacing our current Visulas Laser of the same functionality with more updated features. The current laser performs both YAG capsulotomies for secondary cataracts, YAG peripheral iridotomies for narrow angle glaucoma and there is also an Argon laser component which can perform iridoplasty to treat the iris. The Chalmers P. Wylie Ambulatory Care Center does use many products as there is connectivity to a central imaging system called FORUM. All imaging information is pushed and saved into this system. Currently, we are not tying the information from the Visulas Laser to the FORUM, but in the future, we have that option. Any other system may provide us with the function of a YAG and possibly Argon but would not provide us the functionality of working with the network of other systems that we currently use in our Forum. Procurement of equipment with a new manufacturer will introduce unnecessary challenge to operations and services. Description of market research conducted and results or statement why it was not conducted: Per End User: Due to the proprietary nature of the Carl Zeiss Visulas Yag Laser, PROAIM is identified as the only Authorized Distributor through the preferred Small and Minority-Owned to the Government. Per Contracting: The following market research techniques were used but are not limited to: VetCert, DSBS, GSA and Internet. The VetCert search using NAICS 334510 netted 321 SD/VOSBs. The DSBS search using the same NAICS netted 1854 Vendors; added keywords: Carl Zeiss Meditec and netted 0 Vendors. The Supply Chain Master Catalog (SCMC) and GSA Advantage netted 0 vendors. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
