Description
BLM-CO Tribal Consultation Workshop Management Support Services Amendment 0001 The purpose of this amendment is to modify the set aside status from Woman Owned Small Business to Total Small Business to encourage enhanced competition among vendors. This amends the closing date of the RFQ. All quotations are required to be submitted no later than 5:00 PM Mountain Time on 09 September 2024. Although the government does not anticipate a need, it reserves the right to enter into discussions pursuant to FAR 15 procedures if the Contracting Officer decides to do so. Solicitation The Bureau of Land Management Colorado State Office hereby solicits for a non-personal services contract for a Ute Trail Tribal Consultation Workshop. The anticipated solicitation is intended to provide a Firm-Fixed-Price Purchase Order for Workshop Management Support Services. Workshop management support services result in an enhanced and continuing long-term relationship between the tribes of the Ute Trail (Ute Indian Tribe, Southern Ute Indian Tribe, Ute Mountain Ute Indian Tribe) and the Bureau of Land Management. The contractor will provide ongoing support services in support of the BLM Colorado Tribal Liaison Officer. The Contractor will facilitate multiple coordination meetings and multiple tribal consultation workshops/field visits, which will include discussions on intellectual rights protection, data sharing, future actions mitigation, and future data needs. One coordination meeting will be to consult with Tribal representatives and determine where to have the workshop/field visits and coordinate logistics. The workshop(s) can consist of a mix of meeting days as well as field days with attendees. Since the Ute Trail resources ared present across all of Colorado, locations of field visits to trail segments will be determined in the coordination and planning meeting by the Ute Tribal representatives. The second coordination meeting will be to follow up after the field visits to discuss the final report and next steps in the project. Period of performance: September 16, 2024 to October 1, 2026. Base Period 09/16/2024 - 09/30/2025 Option Period 1: 10/01/2025 - 09/30/2026 Proposed PSC: B503 special studies/analysis- archeological/paleontological Basic Contracting Requirements: 1. Active Registration: www.sam.gov/SAM 2. Compliance with Section 889 clauses. 3. Invoicing and Payment: www.ipp.gov - 30-day prompt pay after delivery. 4. FAR Part 12 - Commercial Items Provisions and Clauses 5. FAR Part 13 - Simplified Acquisition Procedures 6. Total Small Business Set-Aside for NAICS 561920 Event and meeting planning services; Size Standard: $20M; Other acceptable NAICS certifications: 541720 Historic and cultural preservation research and development services; Size Standard $22M; has been deemed to be acceptable under this procurement as well. Any of these NAICS must be certified to (listed) in your SAM.gov profile (at 52.219-1(c) to be eligible for award. If not and you can't update SAM in time, you may submit a filled in and signed 52.212-3 certifying small business for this NAICS. See 52.212-1 Instructions to Offerors for more info. 7. Award of this contract will be on a Price and Other Factors - see FAR 52.212-2 factors. 8. This October, the Department of the Interior will be modernizing its financial system. This modernization will improve the user experience and strengthen system security. This process will result in a slightly longer system downtime than agencies normally experience at year-end close. We are making every effort to minimize the impact and ensure that payments in October and November can be made as close to our normal timing for a standard year-end close.
