Description
This is a sources sought synopsis to determine the availability of potential sources capable of providing a commercial-off-the-shelf web-based recruiting tool focused on the job marketplace for college students and recent college graduates. The Department of the Navy (DON), Assistant Secretary of the Navy (ASN) Manpower and Reserve Affairs (M and RA) requires a recruiting tool specifically focused on the job marketplace for college students and recent college graduates (henceforth referred to as early talents). The objectives are to build brand awareness of Naval Civilian Careers, directly engage with potential early talent job candidates, and hire them directly or encourage them to apply for DON positions. DON ASN(M and RA) requires twenty (20) enterprise licenses of the Talent Engagement Suite (TES) that enables and simplifies DON�s early talent branding, engagement, and recruiting. The early talent recruiting platform must be a web-based, commercial-off-the-shelf (COTS) application, completely external to all DON systems, with no custom technical implementation, installation, or integration required on any DON device or system. The platform must be primarily focused on early talents as its target audience. The platform must use verifiable data for each student, based on validated academic and enrollment data that is synchronized regularly with the school�s student information system. The platform must have capability to easily search, sort, identify, and compile targeted lists of potential candidates from any partner colleges using multiple search criteria. The platform must provide both virtual and in-person recruitment event development, set-up and execution, identify and invite students, provide event check-in capabilities, facilitate pre and post event communications, and schedule and conduct online interviews. It must also be able to track and measure analytics from recruitment events to determine ROI. The platform must facilitate the DON in hiring a diverse qualified workforce across United States. The DON also requires support from the tool provider for initial training and continuing customer support for its individual users, and recommendation on improving its overall early talent acquisition efforts. Market research shows that schools often have proprietary relationships with a specific vendor offering early talent engagement tools. As such, there are only a limited number of vendors in the market focused on student or graduate engagement with access to a sufficient number of colleges and universities across the United States. While each of these vendors has the ability to meet most of the Government�s minimum requirements, Handshake is the only early talent engagement tool the offers verified and un-editable student education data. This requirement is crucial to ensuring that the education data of students and graduates can be trusted as 100 percent accurate by DON recruiters. Thus, Handshake is only source capable of meeting the Government�s needs. The North American Industry Classification (NACIS) code for this is 541511. Interested offerors possessing the ability to provide this specific commercial-off-the-shelf web-based recruiting tool focused on the job marketplace for college students and recent college graduates are invited to respond to this source-sought synopsis by providing their capability information via the submission of an executive summary, no more than one (1) page in length. The submission shall include the following information: (1) company name, address, point of contract with corresponding phone number and email address; and business size; and (2) relevant conference information.
