Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with American Laboratory Products Company, LTD dba Alpco Diagnostics, 26 Keewaydin Drive Unit G, Salem, New Hampshire 03079-4853, United States, to procure an allergy diagnostic equipment that is a high specificity through molecular allergens automatic processing system. The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), conducts and supports basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. For more than 50 years, NIAID research has led to new therapies, vaccines, diagnostic tests, and other technologies that have improved the health of millions of people in the United States and around the world. Within the NIAID, the Laboratory of Clinical Immunology and Microbiology (LCIM) conducts clinical and basic science, and epidemiologic research into human immunologic, inflammatory, and infectious diseases. Primary immunodeficiencies (PIDs) that arise from a variety of mutations in genes involved in the immune system are a major focus area of the laboratory. To develop a comprehensive understanding of the natural history and pathogenesis of PIDs, the LCIM integrates clinical studies with laboratory investigations at molecular-, cellular-, and systems-level scales. Through exploiting knowledge gained in the clinic and in the laboratory, the LCIM aims to develop novel diagnostic methods and therapeutic approaches to manage and, ideally, cure patients of PIDs and infectious diseases. The LCIM requires a high specificity through molecular allergens automatic processing system, which is allergy diagnostics equipment, to perform an IgE assessment assay for ongoing research under project # 147170 to identify activation pathways in the human and mouse immune systems. An immunoglobulin E (IgE) assessment assay, also known as an allergen-specific IgE test, is a blood test that measures the level of IgE antibodies in a person's blood. IgE antibodies are proteins produced by the immune system to protect the body from allergens, bacteria, and viruses. The equipment will be used to continue to make scientific discoveries that promote the development of new vaccines, diagnostics, and therapeutics that improve human health. The requirement is for specific instrumentation and if the required instrumentation is not granted, this would impact data and results that would prevent the development of vaccinations The current requirements are: ImageXplorer Bundle, Item 87-IXBUNDLE-02, Qty 1 ImageXplorer with US Power Cord, Item 87-11-0000-02, Qty 1 Lab Rocker w/ U.S. Power Cord, Item 87-13-0000-00, Qty 1 ConfigXplorer (CX) Test Array, Item 87-30-0100-02, Qty 1 Array Holder, Item 87-14-0000-00, Qty 2 Incubation Chamber, Item 87-15-0000-00, Qty 1 Laptop, Item 06-LAPTOP, Qty 1 ALEX Allergy Explorer Kit (20 Tests), Item 87-02-2001-02, Qty 10 Shipping and Handling Delivery estimate is 30 days ARO. Place of Delivery: NIH, Building 10, 10 Center Drive, Bethesda, MD 20892, United States. FOB: Destination The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that could provide the required products/services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2231182 to Rita Davis at rita.davis@nih.gov, by 4:00pm eastern standard time Monday, September 9, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
