Description
Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to ICF Incorporated LLC, 9300 Lee Highway, Fairfax, VA 22301-1207 for USSS HR Research and Assessment Division (HRR). The service benefits provided by ICF Incorporated LLC is described below. USSS is seeking to procure services for contractor support in the updating and administration of promotional assessments and procedures for promo?on to the ranks of Sergeant, Lieutenant, and Captain in the Secret Service Uniformed Division Merit Promotion Process (UD MPP). The contractor shall be required to update assessment content to address the obsolesce feedback that Secret Service will provide for the target ranks of Sergeant, Lieutenant, and Captain. This will include collecting additional content validation data required to support the updates made to the assessments. Assessment materials to be finalized and online assessments to be updated in the testing portal, in preparation for scheduled administration. The contractor shall provide administration support for all three ranks during assessment center administration. The contractor shall document the development and administration of the assessments in a technical report. The contract value for this procurement is $1,324,000.00.� Period of performance is base year and 3 option years. This acquisition is a follow on to the original Uniformed Division Merit Promotion Process (UD MPP) contract (GS-00F0010CA), which resulted in the creation of the enhanced UD MPP in 2019. The UD MPP is held once every two years. HRR administers assessments to all eligible UD MPP candidates who elect to participate in the promotion process.� The assessments are used to determine which candidates have the capabilities necessary for successful job performance at the rank of Sergeant, Lieutenant, and Captain. The incumbent vendor was the original developer of the UD MPP assessments that will be used during the 2025 and 2027 UD MPP administrations.� As such, they possess the most in-depth familiarity with these assessments.� This makes them the optimal choice to revise and update the assessments and to train assessors during the UD MPP administration. ICF Incorporated, LLC of 93 00 Lee Highway, Fairfax, VA 22031-1207 was the original developer of the Uniformed Division Merit Promotion Process (UD MPP) assessments that will be used during the 2025 and 2027 UD MPP administrations.� As such, they possess the most in-depth familiarity with these assessments.� This makes them the optimal choice to revise and update the assessments and to train assessors during the UD MPP administration. The Secret Service utilizes vendor staff augmentation to train assessors (external law enforcement subject matter experts) on evaluating candidate performance on the UD MPP assessments. If a different vendor was used, there would be a risk that the assessors would not be trained to the optimal standard, since the vendor would not be as familiar with the assessments. A new vendor would have a large learning curve to get up to speed on the assessments, revise and update them, and be ready to train the assessors before the start of the UD MPP.� This extra time would result in a larger cost to the government, which can only be avoided by having the incumbent vendor complete the work. Since we have some of our assessments already programmed on the current vendor�s system, a market research discussion was held with the vendor in June 2023 regarding which services were anticipated to be necessary for updating the existing UD MPP assessments and getting them ready to administer in 2025.� ICF provided an initial ROM in June 2023.�� In December 2023, some revisions in requirements were made to the ROM such as adding a technical report, which was not included in the original ROM.� After HRR�s plans changed, we requested a final revision to the ROM, which descoped certain services such as the scoring of the assessments and in room test administrator support, which will be competed in a separate contract.� Also, comparisons were made against previous prices Secret Service paid to ICF for services during the previous UD MPP contract.� Actual costs were compared against these estimates to assist with making the price reasonableness determination. The incumbent vendor was the original developer of the UD MPP assessments that will be used during the 2025 and 2027 UD MPP administrations.� As such, they possess the most in-depth familiarity with these assessments.� This makes them the optimal choice to revise and update the assessments and to train assessors during the UD MPP administration.� It would be unrealistic to seek out a new vendor for the development and utilization of our online assessments due to cost and time. The Secret Service cannot remove five of the current eleven assessments due to legal and ethical concerns, and it cannot use off the shelf products for the same reasons. Therefore, it stands to reason that the incumbent vendor is best suited for the follow-on contract due to them originally developing the assessments, online assessment system, and having trained assessors in the past. This also ensures a low cost and smooth administration option for the Secret Service. Market research was conducted with the only vendor who can satisfy the requirements.� Other market research would not have resulted in another vendor who would have been able to satisfy the requirements.� Five of the eleven UD MPP assessments are administered via an online platform, the Sergeant, Lieutenant, and Captain Situational Judgement Tests (SJT) and the Lieutenant and Captain In Basket Assessments (IBA). These online assessments are programmed to run on the incumbent vendor�s system.� The vendor created the online administration system specifically to host these assessments.� The North American Industrial Classification System (NAICS) code for this effort is 541990 All Other Professional, Scientific and Technical Services. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS�s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the USSS�s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:00 PM ET on September 7, 2024. Responses must be submitted in writing to crystal.pressley@uss.dhs.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.
