- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is F1W2F34211AW01. The 673d Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska intends to award a firm fixed price, sole source, contract for the purchase of Training and Maintenance services for a CL1000 High Power Handheld Laser Ablation System by an authorized service provider. The 673d Contracting Squadron intends to award ADAPT LASER SYSTEMS LLC, 1218 Guinotte AVE, Kansas City, Missouri 64120-1418, United States The proposed contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(i). This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a bid, proposal, or quotation, which will be considered by the Government. The Government will consider responses received before 2:00pm, AKDT, on September 13, 2024. Information received will be considered only for the purpose of determining whether to conduct a full and open competition. The Government will not pay for any information received in response to this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: Agency and Activity:� 673d Contracting Squadron, Joint Base Elmendorf, AK. �Nature of action for approval:� Sole source acquisition. This procurement is for the maintenance and training service of a CL1000 High-Power Handheld Laser Ablation System at Joint Base Elmendorf, AK. Justification Rationale: IAW FAR 6.302-1(a)(2), one source is capable of fulfilling this requirement due to the proprietary nature of the manufacturer's system equipment and authorization of parties to service said equipment. Description of Solicitation Efforts: IAW FAR 5.102(a)(2), this notice will be posted on the Government-wide Point of Entry (beta.SAM.gov) and retained in the contract file to document the rationale for a sole source award. The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable. Description of market research: cleanLASER was queried for authorized service providers in North America, however, only one currently exists. The Government will continue to survey the market for authorized service providers for future requirements. Actions to prevent barriers that may lead to restricted consideration in the future: The Government will continue to surveille the market for any changes or new entries to the market place that may allow for the use of other vendors in future requirements. This justification is accurate and complete to the best of the Contracting Officer�s knowledge and belief.
