- Description
- The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Lablogic Systems, Inc. on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below. The purpose of this notice is to inform the public that the NIH, Office of the Director, Office of Research Services intends to renew and purchase maintenance services to support the operation of laboratory equipment from Lablogic Systems, Inc. Only the manufacturer, LabLogic Systems, Inc., can provide the follow-on service and maintenance because of proprietary data. Routine maintenance for liquid scintillation counters (LSC) is critical due to the equipments internal radioactive standard. The instruments are governed by federal regulations issued by the U.S. Nuclear Regulatory Commission (NRC). The service provider must be able to satisfy the requirements for vendors specific in 10 CFR Part 32, Specific Domestic Licenses to Manufacturer or Transfer Certain Items Containing Byproduct Material. LabLogic possesses a specific license issued by the NRC for their service of the LSCs. ORS analytical laboratory is dependent on the reliable operation of its multiple Hidex LSCs, and given the complexity of the instruments, on licensed service personnel to provide maintenance. The manufacturer only sells directly and there are no resellers. This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein and the requirements specific in 10 CFR Part 32, may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirements. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days afterthe date of this notice unless the Government determines that another company has the capability to satisfy this requirement. Responses to this notice must have the notice ID #SS-NIH-7039526 in the subject line of the email. Please email responses to zetherine.gore@nih.gov no later than 12 p.m. EST on Wednesday, September 4, 2024.
