- The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Comus Design & Construction, Inc. on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below. The purpose of this notice is to inform the public that the NIH, National Eye Institute (NEI) intends to issue �purchase order to Comus Design & Construction, Inc. to replace deteriorating swine kennels in its central animal facility. The goal of the new kennels is to provide a secure, safe, and comfortable environment for the swine and to allow the caretakers to efficiently perform their daily duties. The new kennels are being fabricated onsite to replace the current kennels due to the specific size and design of the actual holding room. �Commercial kennels does not allow for the maximization of the space and functionality of NEI�S current housing for the swine.� Commercial kennels do not provide the flexibility needed to adjust enclosure sizes based on research demands, thereby reducing animal housing capabilities. �An in-kind replacement designed and built to fit the exact specifications of the existing space is necessary to support the research being conducted by eight institutes and centers.� Comus Design & Construction can replicate the original footprint of the kennels and can offer custom-designed solutions tailored to the precise specifications of the existing facility space.� Comus Design & Construction has the capability to work with materials such as aluminum and stainless steel, which are integral to the kennel design.� No other known supplier can provide a custom animal kennel solution using the room floor as the pen floor and accommodating a dry-bedding system without the need for costly renovations to accommodate the caging style.� This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another company has the capability to satisfy this requirement.
