Description
This is a combined Pre-Solicitation Notice and Notice of Intent to Sole Source. (This notice was amended on 28 August 2024 - see bottom of Description for additional information regarding this submission.) This Pre-solicitation Notice is for interested companies to submit a capability statement via email to the points of contact listed below. This statement must include sufficient detail and evidence to demonstrate the company�s capability to provide the above-mentioned requirement. The purpose of this action is a combined business intelligence, translation, data analytics, and data visualization software that supports English and Japanese source data (both pulled from the internet, and also filed uploaded), that allows robust filtering and grouping of the data. Expected delivery /access when contract starts or reasonable time thereafter.� This must be able to ingest data sets in English and Japanese and apply analytics, filtering, visualization, and translation to the opposite language (English to Japanese and Japanese to English) so that each party can use and discuss the common outputs. The user-generated filtering criteria/interest areas are also critical (such as the 14 Critical Technology areas as defined by the OUSD R&E office -https://www.cto.mil/usdre-strat-vision-critical-tech-areas/ ).� The resulting contract will include licenses for access to the software for a year.�� Since this is currently a web-based software solution, sustainment costs would be the cost of service and any additional features that are later discovered that need to be added.� For instance, translation/language support of more languages that are not currently offered are reasonable additions to the original service/contract, potential (but not currently required) for future Fedramp certification. This Pre-solicitation Notice does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. Further, the Department of Air Force (DAF) is not seeking proposals, nor will it accept unsolicited proposals at this time. All information submitted by respondents to this request is strictly voluntary. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.� The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Note: Funds are not currently available for this effort. The issuance of this Pre-solicitation Notice does not restrict the Government as to its ultimate acquisition approach. Notice of Intent to Sole Source.� AFRL/RGKAA intends to award a sole source contract with Valuenex, Inc. located at 644 Emerson Street, Suite 110, Palo Alto, CA 94301-1611 unless interested companies submit capability statement by the deadline date. AMENDMENT TO PRESOLICITATION NOTICE: The purpose of this notice is to determine if there are existing software system platforms readily available.� This is not a request for development of a software system/platform. When submitting Capability Statement and interest, answer the following three questions: 1. Does the product meet the requirements to be operational from the start of the contract? 2. How familiar is the company with the intelligence community?� Is the product/system hardened tfor use in classified environments? 3. What is the level of the translation capabilities?� The government requires advanced, near-native translation.
