IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. DESCRIPTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to solicit on a sole-source basis for the procurement of two (2) proprietary Gateway Manager�s (GWM) (Windows 11 version) AATT baseline specific configured units, with Northrop Grumman, CAGE: 099Q2. This procurement shall be conducted under FAR Part 13,�Simplified Acquisition Procedures, and is in support of the Aegis Ashore Team Trainer (AATT) Program, United States Navy.� The Government intends to solicit this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Northrop Grumman is the original manufacturer of the current MS Windows 10 based GWM installed on the AATT training system.� Northrop Grumman continues to be the sole developer, designer and manufacturer of their proprietary GWM with the requisite knowledge, technical expertise and data to support the development of this item. The Government does not have the technical data required to obtain this item from an alternate source.� PLACE OF PERFORMANCE Lockheed Martin Rotary & Mission Systems � Moorestown, NJ Surface Combat Systems Training Command Hampton Roads � Virginia Beach, VA SPECIFIC REQUIREMENTS A determination to compete these requirements is within the discretion of the Government. Any written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement. Interested sources shall submit their written technical capabilities to provide the supplies described. Responses to this announcement should consist of the following: A submission of your firm�s detailed familiarity to meet the requirement listed above. Your firm�s degree of familiarity with access and ability to: build, install, or integrate components within the existing trainer constraints dictated by the platform and distributed training participants; maintain concurrency with the platform; Navy Continuous Training Environment (NCTE); and write trainer applications that natively interface with the existing architecture. The Government will consider all responses received within fifteen (15) days after the date of publication of this pre-solicitation synopsis. Active registration in the System for Award Management (SAM) is mandatory in order to be considered for award of any Department of Defense contract. A determination by the Government not to open this requirement to competition based on the responses to this notice is solely within the discretion of the Government. The Government is not obligated to, and will not, pay for any information received in response to this synopsis, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change, and in no way binds the Government to solicit for or award a contract. Responses must be received within fifteen (15) days of publication of this notice via email, no later than 11 September 2024, at 11:00 A.M.
