- DESCRIPTION THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.� THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PARTS 12 AND 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2024-05 effective May 22, 2024. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 Employees. This acquisition is being procured using full and open competition. Quoters must possess an ACTIVE registration in the System for Award Management system, www.SAM.gov, when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. The Contracting Officer will confirm that quoters have an �active� registration at the www.sam.gov website upon receipt of the quotation. If the SAM.gov registration is not active, the quotation will not be considered for award. BACKGROUND The National Synchrotron Light Source II (NSLS-II) is a facility within Brookhaven National Laboratory (BNL) in Upton, New York that contains a highly optimized 3 GeV electron storage ring, full-energy injector, and experimental beamlines with optics, detectors, and appropriate support equipment to perform state-of-the-art scientific research using short wavelength light. This requirement is for the procurement of a Remotely Adjustable Optical Table to be installed within the 6-BM-B enclosure of the Beamline for Materials Measurements (BMM) at NSLS-II. The BMM Remotely Adjustable Optical Table Installation described in the Statement of Requirements, hereafter referred to as the �Equipment�, includes the integrated components to replace and upgrade the existing optical table and positioning system. When completed, this installation will be a vital part of research operations conducted at the BMM beamline. All BMM end station components needed to set up, conduct experiments, and acquire data for BMM experiments will be set up atop this optical table. The geometric, mechanical, performance, and installation requirements including size, capacity, stability, and positioning of this optical table installation are included herein. In addition to technical specifications for the Equipment, the Statement of Requirement includes the Contractor�s responsibilities and obligations to safely complete the installation and meet all requirements set forth therein. The objective of this solicitation is to establish a Firm-Fixed-Price purchase order based on the specifications described in the attached Statement of Requirements (SOR). SPECIFIC REQUIREMENTS Responsible quoters shall provide a quotation for the following Contract Line Items (CLINs), in accordance with the specifications outlined in the attached Statement of Requirement. All equipment must be new. Used or remanufactured equipment will not be considered for award.: CONTRACT LINE ITEM(S): Line Item 0001: (Quantity 1 Each) Remotely Adjustable Optical Table and installation inclusive of all identified requirements in accordance with the Statement of Requirements. DELIVERY TERMS Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. INSTRUCTIONS: All quotations must be submitted, via e-mail, to Sadaf Afkhami, Contracting Officer, at Sadaf.Afkhami@nist.gov. Submissions must be received no later than 9:00 a.m. Eastern Time on September 6, 2024. FAX quotations will not be accepted.� Quoters must reference the Solicitation number in the subject line of the e-mail submission.�� Quotes shall not be deemed received by the Government until the quotation has entered the e-mail inbox of the individual(s) set forth above. Questions: All questions regarding this notice must be submitted via e-mail to Sadaf Afkhami, at Sadaf.Afkhami@nist.gov, no later than 9:00 a.m. Eastern Time on August 30, 2024. QUOTATION PREPARATION INSTRUCTIONS: Each quotation shall consist of four (4) separate electronic files (in PDF format). In preparing the quotation, each electronic file shall stand on its own. For each given evaluation factor the Government will only evaluate the information provided in the corresponding section of the quotation. The Contractor�s quotation shall be clearly divided into the following four (4) files: Technical Quotation Experience Price Quotation Completed Provisions and Clauses 1) Technical Quotation: The technical quotation shall address the following: Technical Capability: � The Contractor shall provide a detailed technical approach to each requirement in the SOR which shall include information demonstrating their overall understanding of the requirements and the complexity of design, engineering, purchase of all materials, manufacturing, assembly, delivery, and installation of the Equipment; how the requirements will be met, and the means used to accomplish them. Additionally, the contractor shall provide information on delivery timeline for the deliverables. Specific submission requirements include the following: Two-dimensional technical drawings of proposed design solution showing plan, elevation views. Additional drawings may be provided. At least one technical drawing showing the proposed design solution in a simplified version of the space defined in the ICD (interface control drawing), i.e. showing the enclosure walls, diagnostic module, and fluorescent screen in addition to the optical table. Description of the proposed solution addressing all specifications, to include the motion control solution for each of the required axes of movement. The Contractor must not simply state they will meet or exceed the requirement; evidence must be provided. 2) Experience: The Contractor shall provide detailed information on their organization�s experience providing services similar to those listed in the SOR.� The provided information must include a background description of the previous experience. 3) Price Quotation: The pricing quotation shall be separate from any other portion of the quotation.� The Contractor shall submit a firm-fixed-price quotation for each CLIN to include all shipping/delivery costs. The price quotation shall include a cover page with the following information: The solicitation number 1333ND24QNB640676; The name and address, of the Contractor; The name, phone number, and email address of the Contractor�s point of contact; The Unique Entity ID # for Contractor�s active SAM.Gov registration. Any applicable discount terms. A statement that the Contractor agrees to all terms, conditions, and provisions included in the solicitation. If the Contractor objects to any of the terms and conditions contained in this solicitation, the Contractor shall state �The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:� [Contractor shall list exception(s) and rationale for the exception(s)].� It is the sole responsibility of the Contractor to identify in their quote any exceptions to the terms and conditions of the solicitation.� A statement that the quotation is valid for a minimum of 90 days from the response deadline of this solicitation. 5) Provisions and Clauses: The provisions and clauses applicable to this solicitation are identified in Attachment 2 titled �Provisions and Clauses�. Contractors shall provide a completed copy of all provisions highlighted in blue in the attached Provisions and Clauses document (Attachment 2). EVALUATION CRITERIA & BASIS FOR AWARD: The Government intends to award a firm-fixed price purchase order resulting from this solicitation to the responsible Contractor whose quotation, conforming to the solicitation, will provide the best value to the Government, price and other factors considered. The Government intends to evaluate quotations and award a purchase order without discussions with quoters. Therefore, the quoter's initial quotation shall contain the quoter's best terms from a price and technical standpoint. The Government will evaluate quotations based on the following evaluation criteria factors: 1) Technical Capability 2) Experience and 3) Price. Nonprice factors, when combined are more important than Price. A Quoter's failure to address any factor may be considered indicative of the Quoter's lack of understanding of the Government's requirements and may result in the quote being determined unacceptable. Evaluation Factors: Factor 1- Technical Capability: Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed services meet or exceed all minimum requirements. Quotations that do not demonstrate the proposed service meets all requirements will not be considered further for award.� If an offerors technical description and/or product literature does not indicate whether its proposed service meets a certain minimum requirement, NIST will determine that it does not meet the requirements.� The following are not specifications, but are criteria by which quotations will be evaluated: 1.�������� A design that maximizes the use of space for efficient use and maintenance of the equipment in its location as defined in the Interface Control Document 2.�������� Reliability of design. 3.�������� A design which is able to go through the full range of motion with a nominal target time of less than 1 minute. Factor 2- Experience The Government will evaluate the Contractor�s experience to determine the extent to which the general background, experience, and qualifications demonstrate its ability to perform the requirements described in the SOR.� Potential contractors shall include examples of projects in last 5 years, preferably from a synchrotron or neutron beamline, demonstrating capacity for motion control solutions. Factor 3- Price:� The price evaluation will determine whether the quoted prices are fair and reasonable in relation to the solicitation requirements.� Quoted prices must be entirely compatible with the technical quotation. Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).� If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.� However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor�s FSS or GWAC contract. PROVISIONS AND CLAUSES: The provisions and clauses applicable to this solicitation are identified in Attachment 2 titled �Applicable Clauses & Provisions�.
