Description
The Department of Housing and Urban Development, Office of the Chief Procurement Officer, NFNP, 801 N. Market Street, Philadelphia, PA 19107 intends to award a sole source purchase order (as prescribed in FAR 13.106-1(b)(1)) to Partnership for Public Service INC, located at 600 14TH ST NW STE 600, Washington, District of Columbia 20005-2028 for their Future Leaders in Public Service (FLIPS) Internship Program, Fall 2024 Cohort which will include new interns and an extension of some Summer 2024 interns through fall, collectively referred to as �FLIPS Fall 2024 Program"".� The requirement is for a maximum of 25 interns for period 9/16/2024 through 12/2024.� The circumstances of the requirement deem only one source reasonably available as PPS is the only provider of the FLIPS Inernship Program.� �Launched by PPS in 2022, it is a first-of-its-kind program that provides paid, equal, and relevant experiences for in-person and virtual interns. The PPS� proprietary Call to Serve network of over 1000 colleges and universities provides a source of diverse, early career talent from across the country, and PPS� Go Government website, which is the preeminent website for early career talent looking for federal opportunities, has over a million visits per year. The core information from their website is used to train and prepare interns to successfully navigate the federal hiring process and begin a full-time job in federal public service. PPS has developed and implemented their own proprietary application, training, selection process and intern database. Because of this, only PPS can furnish the requirements, to the exclusion of other sources. PPS is a nonpartisan, nonprofit organization dedicated to improving the effectiveness of the federal government and inspiring future generations toward public service. Since 2001, PPS has improved the way government works though an integrated and proven model of research and �thought� leadership, advocacy, training, and customized engagements. Working with federal agencies, Congress, and the Administration, PPS develops innovative solutions to improve the federal workforce and strengthen government operations. PPS advocates for legislative change, offers agencies data-driven solutions to pressing challenges and offers leadership development programs that enable�potential and actual federal employees the opportunity to improve government from within. PPS has extensive experience developing curriculum and delivering training that is tailored for federal audiences and potential interns through their cross-government, open enrollment leadership and intern programs. FLIPS is one of those programs and it meets HUD�s and OPM�s approved intern selection requirements.�� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can�meet the requirements may give written notification and capability statements prior to the response due date and time of 9/3/2024 NOON, Eastern Time (ET).��No submissions will be accepted after this date and time.� Responses shall be submitted via email to: Jennifer McGivern, Contracting Officer, email: jennifer.l.mcgivern@hud.gov.�Phone calls will not be accepted and reply will not be provided.� Vendors shall indicate if they are the direct supplier of services. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address.�� Responses must include the following information:�� 1. Company Name� 2. SAM UEI number�� 3. Company�s address� 4. Point of Contact information (title, phone number and email address)� 5. Business size. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. The NAICS code for this acquisition is 611430 Professional and Management Development Training and the standard size is $15.0 million.� �� No reimbursement for any costs associated with�providing the capability information will be provided by HUD.��
