Description
The Department of Veteran Affairs (VA) Strategic Acquisition Center (SAC) intends to negotiate with Mapi Research Trust, on a sole source basis pursuant to VAAR 873.104(d) and FAR 6.302-1(a)(2) wherein the supplies or services required by the agency are available from only one responsible source , to provide high quality Insomnia Severity Index (ISI) for Veterans Healthcare Administration (VHA) Office of Mental Health. The Veterans Healthcare Administration (VHA) has a requirement to provide high quality psychological tests to mental health patients. VHA clinicians require the capacity to administer, score, and interpret psychological tests on the Veterans Integrated System Technology Architect (VISTA) System. Accurate diagnosis and appropriate treatment of Veterans must be based on a thorough, objective evaluation of behavioral symptoms. Brief screening assessment tools are part of the process in diagnosing a Veteran s behavioral symptoms allowing clinical personnel to recommend treatments that are tailored to the individual needs of the Veteran. Additionally, they are essential for monitoring progress toward meeting treatment goals and outcomes. Insomnia is a prevalent health complaint that is often difficult to evaluate reliably. There is an important need for brief and valid assessment tools to assist practitioners in the clinical evaluation of insomnia complaints as part of the VA/DoD Clinical Practice Guideline for the Management of Chronic Insomnia Disorder and Obstructive Sleep Apnea. The ISI is listed as the primary approved test to use. The ISI is a reliable self-report measure to evaluate perceived sleep difficulties and is a valid and sensitive measure to detect changes in perceived sleep difficulties with treatment. In addition, there is a close convergence between scores obtained from the ISI patient's version and those from the clinician's and Signiant other's versions. The ISI can serve as a screening device or as an outcome measure in insomnia treatment research. The contractor will grant the rights to utilize the copyrighted test known as the ISI, scoring algorithms and norms to the Department of Veterans Affairs (VA) for up to five years (one base period and four option periods). The contractor and VA will ensure that the legal rights to the ISI test are maintained and protected. The ISI scoring algorithms and norms will reside in the VA National Mental Health Assistant software (MHA) and the various electronic entry systems will be used to administer the ISI tests so that they may become part of the patient s medical record. Parties may identify their interest, accompanied by supporting capability statement (to deliver all required assessments) to this office no later than September 10, 2024, at 12:00 pm EST. Telephone responses will not be accepted. The determination to conduct a competitive procurement based on responses to this notice is solely the Contracting Officer s discretion. If no responses are received or responses are reviewed and determined non-responsive, the Government will proceed with the sole source procurement.
