- Description
- TEM 13 Industry-Government Strategic Engagement Sessions Request for Information (RFI) Purpose Assess industry interest in having strategic industry-government sessions in conjunction with Technical Exchange Meeting (TEM) 13 in Savannah, GA. Industry is invited to present to a government audience on strategic topics of interest. Due to timing, there are only a few slots available. Responses to this RFI will be considered and the highest value strategic engagements will be selected for direct engagement sessions with Army government leadership. These strategic sessions are distinct from, and complementary to, the 1-on-1 engagements that Army project management (PM) offices may schedule during TEM 13, which will be addressed in a separate RFI. Background Innovation is a key concept in the Armys Unified Network strategy. Army goals include delivering a standards-based architecture to modernize unified network capabilities, converge the network, and achieve and sustain interoperability. Key themes for TEM 13 include agile and adaptative command and control, unit led network experimentation, transformation in contact, increased tactical mobility and survivability, next generation command and control, modular, mobile command posts, intuitive common operational picture and network operations tools, and service based multi-band, multi-waveform satellite and radio capabilities. Many of these themes have carried forward from previous TEMs. The government is interested in gaining industry feedback on these topics, learning about ongoing industry innovation, solutions and capabilities in these and other areas, and candid, strategic discussion with industry partners on how best to achieve the Army goals. As such, in response to this RFI, industry partners will be selected for strategic engagement sessions held onsite with Army leadership during the day prior to TEM 13. Please note that this RFI is for informational purposes only, and no contract will be awarded as a result. Date and Time Strategic engagement sessions are being offered in 30-minute blocks from 1200-1700 eastern standard time on 9 December 2024. The TEM 13 event will take place on 10-11 December 2024. Where Strategic engagement sessions will be held in conjunction with TEM 13 in Savannah, GA. For the industry partners selected in response to this RFI, the government will coordinate a specific location at the TEM event and a specific timeslot for the selected industry partner within the available date and time block above. Each industry partner will be notified of their selection or non-selection in advance of the TEM 13 event. Who Any interested industry partner can submit a response to this RFI to be considered for a strategic session. Strategic sessions will include Army leadership from the Army Futures Command (AFC) Network Cross Functional Team (N-CFT), and Program Executive Office Command Control Communications - Tactical (PEO C3T). Also, Army project/product management and technical expertise will be made available based on the discussion topic proposed. Expect a total audience of 10-20 government attendees. What Industry may propose any relevant topic or topics based on the themes and background information provided above. Demos of particular capabilities are not required, but may be proposed if the industry partner wishes. Industry partners may team up to present jointly if desired. Sample topics for industry partners to present may include: Technology roadmaps (3 years, 5 years, 10 years) Acquisition strategy lessons learned and best practices from the Army as well as other customers (contract mechanisms, incentives, evaluation criteria, etc.) Technology discriminators across your portfolio and or across the industry These topics are not prescriptive and industry partners are free to brief, discuss, and/or demonstrate what they see fit. How Strategic engagement sessions will be conducted in person to allow for candid, open discussion. Virtual collaboration capabilities (such as Teams) will not be available. However, WiFi access will be provided should the industry partner want to share web-based capabilities and information. RFI Questions 1. Based on your understanding of the Armys Unified Network Plan and goals, what topics would you like to propose/recommend for discussion? 2. What suggestions or recommendations do you have to successfully achieve the Armys unified network strategy? 3. Are there specific process improvements and/or efficiencies you would propose in requirements, acquisition, resourcing, and/or contracting? 4. What incentivizes you to deliver technology innovation? 5. What questions do you have about the Armys Unified Network Plan or experimentation strategy that would better allow your participation?
