Description
The proposed Exception to Fair Opportunity (EFO) is for both a modification and then a subsequent bridge contract to Engineering, Professional, and Administrative Support Services (EPASS) Task Order FA8622-19-F-8136, AFLCMC Munitions Sustainment Division (EBH), using the General Services Administration's (GSA's) One Acquisition Solution for Integrated Services (OASIS) Small Business (SB), Multiple Award Contract Indefinite Delivery Indefinite Quantity (MAC IDIQ), GS00Q14OADS712 contract. The order was issued against the GSA OASIS SB Pool six, Research and Development in Aircraft, Aircraft Engine and Engine Parts, using NAICS code 541712, Exception A, as a small business set aside. The bridge will be issued against the same GSA OASIS SB Pool six, using NAICS code 541715, Exception A, as a small business set aside. Effective 01 October 2017, the Small Business Administration (SBA) changed NAICS code 541712 to 541715 for Fiscal Year (FY) 2018. NAICS code 541715 falls under Pool six of the GSA OASIS SB MAC IDIQ. Both the modification and the bridge contract are within the period of performance and within the maximum value of the OASIS SB MAC IDIQ. There is no maximum dollar ceiling for OASIS SB.� Currently, there are three (3) separate task orders that support the AFLCMC Armament Directorate (EB) with three (3) distinct Periods of Performance (PoPs). The PoP for EBH Hill (FA8622-19-F-8136) is 01 June 2019 through 29 February 2024; the PoP for EB Eglin (FA8721-20-F-0002) is 01 December 2020 through 30 April 2025; and the PoP for EBW Robins (FA8721-20-F-0001) is 01 May 2020 though 30 April 2025. The proposed action to exercise FAR 52.217-8, Option to Extend Services, allows for a continuation of services to the existing EBH Hill task order for six (6) months for the Cost-Plus-Fixed-Fee (CPFF) and Cost-Reimbursement (CR) Contract Line Item Numbers (CLINs). This will include the same support as the current task order for EBH only. The additional six months of support (01 March-31 August 2024) for EBH is required as part of the EPASS strategy for EB moving forward to align all EB PoPs by consolidating the three (3) current task orders ending on different dates into one (1) task order for the follow-on Fair Opportunity Competition (FOC).� The eight (8) month bridge contract for EBH Hill will be awarded as the second part of the strategy to align the EB PoPs with the bridge period PoP beginning 01 September 2024 and ending 30 April 2025 and including six (6) month option period PoP that would begin 01 May 2025 and end 31 October 2025. FAR 52.217-8 will also be included on the bridge contract to cover possible contingencies related to delays in the EB follow-on FOC, and if exercised, including six (6) month option period with a PoP that could begin after the 8-month base or after the 6-month option and run for any period of time up to 6 months, extending the task order potentially to 30 April 2026. Both the extension and the bridge will provide continued critical mission Advisory and Assistance (A&AS) support services on multiple programs for the EBH Division at the following locations: Hill Air Force Base (AFB), UT; Eglin AFB, FL; ANGB Savannah, GA; Picatinny Army Aresenal, NJ; Rock Island Army Aresenal, IL; Patuxent River, MD; and Naval Air Ordnance Station/Indian Head, MD.� EBH operates the Global Ammunition Control Point (GACP) as the Air Force's centralized organization for conventional ammunition warfighter support, providing direct peacetime and contingency support to over 250 field units and all Air Force Major Commands. The Division is also responsible for maintaining Department of the Air Force (DAF) wide Munitions Information Technology (IT) systems on both the Non-secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET), as well as the Joint Worldwide Intelligence Communications System (JWICS). EBH manages both fielded and emerging conventional munitions, air-to-surface weapons, air-to-air missile components, Cartridge Actuated Device/Propellant Actuated Devices (CAD/PAD), explosive components utilized in aircraft and weapons/weapons systems and associated munitions equipment support items and testers. This increase is consistent with the Competition in Contracting Act (CICA) as the additional work is within scope of the current AFLCMC/EBH Task Order. The scope of the bridge contract is also consistent with the scope of the current task order.� The FOC for the Armament Directorate is currently underway and this EFO provides an additional six months of performance and ceiling to cover requirements. The bridge contract (01 September 2024 - 30 April 2025) is necessary to completely and fully align the PoPs of all three task orders (consolidated follow-on starting 01 May 2025). This extension will allow time for the EPASS team to prepare for the award of the bridge.� The team decided, after a 01 May meeting with GSA, to add an additional option period of six (6) months to the original proposed base period of eight (8) months to mitigate the risk of delays in award of OASIS+, thereby delaying the award of the EB FOC. This would provide flexibility with option exercises and still keep the PoPs of all three (3) task orders aligned. The type of performance-based services being acquired under this program include, but are not limited to: a full spectrum of program management, engineering, information technology, logistics, test and evaluation, and security supporting the EBH Hill A&AS task order. � The additional period of performance for this extension is 01 March 2024 to 31 August 2024 (6 months). The additional period of performance for the bridge is a base period of 01 September 2024 to 30 April 2025 (8 months) and option period of 01 May 2025 to 31 October 2025 (6 months). FAR 52.217-8 is also included on the bridge, if needed. �
