- This Request for Information (RFI) is issued as market research. All requirements identified in this RFI are tentative and will be finalized prior to the release of any request for proposal (RFP). Additionally, this RFI is cross-posted under GSA eBuy and SAM.gov. The Government is interested in receiving information in either or both open market or under the HERMES Broad Agency Announcement (BAA). The Government may use the HERMES BAA Solicitation FA9300-20-S-0001 as posted on SAM.gov, for the eventual request RFP. The potential topic number from the HERMES BAA is RQRE Topic 2. The Government DOES NOT intend to award a contract or purchase order in response to this RFI and the Government will not pay for any information submitted or for any costs associated with providing the information requested herein. The information provided is entirely voluntary and will not impact the ability to bid on future requirements. This RFI is for planning purposes only and shall not be considered a request for proposal (RFP), request for quote (RFQ), or as an obligation on the part of the Government to acquire any products or services. The information provided may be utilized by the Air Force Research Laboratory (AFRL) in developing its acquisition strategy should a decision be made to proceed with acquiring the items/services listed in this RFI. The information received in response to this RFI may be included in one or more future solicitations. All responses shall include the following information: 1. Company Name 2. Business Size for subject NAICS 3. Cage Code 4. Details on which line items your company is able to provide and any applicable restrictions AFRL is seeking U.S. sources with the capability to provide the items/services listed in this RFI. All replies are to be provided to the Contracting Officer, Alessandra Barzaghi-Martin, alessandra.barzaghi-martin@us.af.mil and the Contract Specialist, 1st Lt Bryan Rivera-Bruno, bryan.rivera-bruno.1@us.af.mil. All responses to this RFI must be received NO LATER THAN Monday, September 9, 2024 at 4:00 p.m. PST. Requirements: The RFI objective is identify vendors that can design, fabricate, and test valves to the specifications in Attachment 1. See Attachment 1 for requirement details. Attachment 1 I. Introduction The Air Force Research Laboratory (AFRL) Operations Branch (RQRO) is requesting information regarding large-scale, high-pressure valve capabilities. Specifically, RQRO is interested in two valves, referred to as Valve A and Valve B. The operating conditions of these valves are specified below. II. Objective and Response Requested Objective: RQRO aims to identify vendors capable of designing, fabricating, and testing Valve A and/or Valve B. See Table 1 for valve specifications. NOTE: The purpose of this RFI is to identify capable vendors for further discussion, NOT to request full proposals. Response Requested: Refer to the Table 1 specifications for Valve A and Valve B to respond. Use Tables 2 and 3 to provide answers regarding your capability to design, fabricate, and test valves to these specifications. Subcontracting any/all capabilities is acceptable. Responses including one or both valves are acceptable. Information submitted in addition to Tables 2 and 3 is acceptable, but not required. Examples: additional valve capabilities, description of facilities, valve history, COTS valve products, experience with LOX compatible systems/materials. Space for additional information is provided on the last page of this attachment. III. RFI Response Instructions Please respond to this request via email in accordance with the instructions stated in the RFI. Should you have questions or require additional information, please contact the Contracting Officer and Contract Specialist stated within the RFI. This information is considered for planning purposes only and does not represent a commitment by the government. AFRL is not responsible for costs incurred in responding to this request. IV. Valve Specifications Materials are not specified in this RFI. All materials will be in accordance with the latest versions of applicable ASTM, ANSI, and ASME standards and codes. Both valves will see cryogenic temperatures. Valve B will be in close proximity to LOX, and will therefore also meet material and testing requirements for LOX soft goods. Both valves will interface with 12"" piping on either end by Grayloc hubs. [See Attached PDF for table] V.
