This is a draft solicitation ONLY to notify industry of a potential forthcoming requirement. This is NOT an obligation on the part of the USG. This notice does not obligate the USG to award a contract or otherwise pay for the information provided in the response. This is not to be construed as a commitment by the USG to form a binding contract or agreement. The USG will not be liable for payment of any response preparation expenses. The USG will not reimburse or pay for information submitted in response to this Draft RFP. This Draft RFP is open to all business types. The USG is not requesting proposal submissions at this time. Responses to this Draft RFP are voluntary and will not affect any contractor's ability to submit a proposal if, or when, a solicitation is released. This is not the formal solicitation and one is not guaranteed to be issued by the USG. Participation in this effort is strictly voluntary with no cost obligation to be incurred by the USG. Proprietary information shall NOT be submitted in response to this Draft RFP, nor will the USG be liable for or suffer any consequential damages for any improperly identified proprietary information. Any information received as a result of this draft solicitation will become the property of the USG and will not be returned to the respondents. Again, at this time, the USG requests interested parties DO NOT submit any proposals. This is INFORMATIONAL ONLY. Questions will be allowed, but it is the USG's discretion on which questions it will answer. Responses to any questions will be posted to SAM.gov. The USG is not required to provide responses to all questions. Army Contracting Command-Rock Island (ACC-RI), Rock Island, Illinois has a requirement for the Automatic Identification Technology (AIT VII otherwise known as AIT-7). This acquisition is for state-of-the-art, commercial items needed for automatic identification, data collection, keyless data entry, data processing, data storage, data retrieval, data transmission, and the tracking of assets, including the use of Radio Frequency (RF) technology for users throughout Department of Defense (DoD), United States Coast Guard (CG), North Atlantic Treaty Organization (NATO), Coalition Partners, other Foreign Military Sales (FMS), and other federal agencies, and contractor purchasers in support of DoD. 2. Per Market Research, the intent of the DRAFT Request for Proposal (RFP) is to be full and open. This acquisition will be managed by Army Program Executive Office Enterprise Information Systems (PEO EIS) Logistics Information Systems (LIS). 3. The contract maximum is still being determined. The guaranteed minimum buy dollar value is still being determined. There is no guarantee that the USG will order, in combination of all awardees, the maximum contract value under this procurement. An award under this solicitation in no way obligates the USG to place additional orders beyond the guaranteed minimum amount. 4. A Delivery Order will be issued at time of contract award in the amount at or above the guaranteed minimum buy dollar value. The minimum buy amount is still being determined. 5. The NAICS code is 334111, Electronic Computer Manufacturing. The size standard is 1,250 number of employees. 6. The CLIN/SLIN structure for this solicitation is outlined in Attachment 0002. These will be FOB Destination and in U.S. dollars. 7. The USG anticipates this requirement being a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) with up to three awardees.
