Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the repainting of the elevated water tank at Tionesta Lake, Forest County, PA. The Contract generally includes the cleaning and painting of interior and exterior of the tank. The base Contract includes: The exterior of the water tank structure is to be commercial blast cleaned. The work is to include the entire exterior of the tank. The exterior of the water tank is to be prepped and painted with a Type II Moisture Cure Urethane Zinc Rich Primer, and two Aliphatic Polyurethane Finish Coats. Coatings shall include a primer coat, intermediate coat, and topcoat. The coating shall be compliant with EPA VOC regulations. An environmental control system to include ventilation, humidity control, and temperature regulation shall be implemented prior to painting. The Option includes: The interior of the water tank structure is to be dry blast cleaned to near white metal. The work is to include the interior of the bulb and tubular section of the pedestal. Contractor is responsible for protecting foam, pipe, and conduit in the water tank. The interior of the water tank is to be prepped and painted with a Mil Spec Epoxy Zinc Rich Primer, and two coats of Epoxy Polyamide Paint. Coating shall include a zinc-rich epoxy primer coat, intermediate coat, and topcoat. The Contractor will design a containment system for the capture, containment, collection, storage, and disposal of the waste materials generated by the work. Lead paint has been identified on the exterior of the pedestal. Proper disposal and containment of hazardous material will be required. Construction work will occur in close proximity to flood mitigation and recreation areas. The existing facilities are currently operated and staffed by Government personnel 24 hours a day 365 days of the year.�� Seasonal recreation requires the water tank to be in operation Memorial Day (May 26, 2025) through Labor Day (September 01, 2025). All shutdowns are to be coordinated with the Contracting Officer or designated representative. The work shall be completed within 720 calendar days after written Notice to Proceed. Per FAR 36.204(e) the magnitude of construction is between $500,000 and $1,000,000. This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 10 September 2024, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) for this procurement is 238320 - Painting and Wall Covering Contractors and the small business size standard is $19 Million.
