- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs Dallas VA Medical Center Nursing Service in Dallas, Texas intends to award a brand name or equal contract award for the purchase of Organizational Program Appraisal Review and Support Services. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 541990 with a size standard of $19.5M. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The six standards that support work environments and optimal patient outcomes include: Shared Decision-making, Leadership, Safety, Quality, Well-Being, and Professional Development. It is imperative the VA recruits and retains a high-caliber work force to complete its mission of caring for our Nation s Heroes. Research shows that healthy work environments improve not only nurse satisfaction but also patient satisfaction and quality of care. This program is in line with our I-CARE values and HRO principles. Submission of an application or completion of the processes outlined in the Manual does not, in and of itself, guarantee designation. Detailed Scope of Work The Organizational Program recognizes health care organizations and long-term care institutions for positive practice environments where nurses excel. To qualify for designation, organizations must meet six practice standards essential to an ideal nursing practice environment. Applicants submit to a review process to fully document the integration of those standards in the organization's practices, policies, and culture by writing to these six standards and submit these documents for review and approval. Organizational Program designation requires an organization's nurses to validate the data and other evidence submitted, via a voluntary, confidential survey. This critical element exemplifies the theme of empowering and giving nurses a voice. Once an Organizational Program Applicant Registration (PAR) is submitted, and at an assigned date, the applicant will submit the following documents: Completed Organizational Demographic Form (ODF) Completed Organizational Overview (OO) Submit evidence that all Elements of Performance (EOP) are met. Upon successful document review, a confidential survey is administered to the nursing staff to validate the data and evidence. Shall review such survey information and the Commission makes the final determination regarding designation. VA North Texas Health Care System (VANTHCS) understands and agrees that the applicant registration fee and optional fees such as the extension fee (if applicable), appraisal preparation cancellation fee (if applicable), and re-administration of survey fee (if applicable) will continue to be separately and in real time in addition to the general appraisal fee indicated. If VANTHCS opts to appeal an adverse action, VANTHCS shall follow procedures outlined by the appeals process. Organization Program's appraisal process, as indicated in the Manual, incorporated herein by reference, controls the review, decision making and designation processes for the Organization Program designation (if awarded). All requirements must be maintained through the application phase, the review phase, and designation, including payment of all fees when due. Failure to pay fees as outlined in this solicitation or make arrangements to pay fees will result in action against an applicant or designated organization s credential, up to and including denial of an application or revocation. Providing false, misleading, or incomplete information is grounds for denial of the application at any point during the review process or whenever this information is discovered. VANTHCS acknowledges and agrees that Contractor owns all rights, title, and interest in all materials related to the Program. Failure to submit any required reports or failure to comply with Program eligibility requirements may be considered voluntary surrender of designation. Performance Period The contract will be for one base plus three option years. There shall be no work by the Contractor on Federal Holidays and there shall be no work on the weekend when the Federal Holiday is on the respective Monday or Friday. Federal Holidays include: New Year s Day Martin Luther King Jr. s Birthday President s Day Memorial Day Juneteenth Day Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day NOTE: Any other day specifically declared by the President of the United States to be a Federal Holiday. When a holiday falls on a Sunday, the following Monday shall be observed as a Federal Holiday by U.S. Government agencies. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday.
