NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO BioPac Systems, Inc. to supply a brand name only for their MP160 DAQ hardware, software, and components to the James J. Peters (Bronx) VA Medical Center. The estimated delivery is 30 days after award. TITLE: 65-NOTICE OF INTENT TO AWARD SOLE SOURCE SOL: 36C24224Q0952 DUE: 08/28/2024 SET ASIDE: N/A NAICS: 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing. AGENCY: Department of Veterans Affairs, James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468. POC: Jonatan Rondon at Jonatan.rondon@va.gov DESCRIPTION: The Department of Veteran Affairs, VA Healthcare System in the Bronx, NY, intends to enter into a sole source procurement for BioPac MP160 data acquisition and analysis system and associated components for research purposes at the MIRECC Psychophysiology Laboratory located at the James J. Peters VAMC. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to BIOPAC Systems, Inc., 42 Aero Camino, Goleta, CA 93117. The associated North American Industry Classification System (NAICS) Code is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing, and the Business Size Standard is 1,250 Employees. The MIRECC Department requires the MP160 System to capture psychophysiology data in a non-invasive setting as the lab team continues to probe the underlying risk factors which may lead to suicide in the Veteran population. The current equipment is now outdated, and the current hardware and software is no longer supported and will be soon discontinued. BioPac is the required brand as other VA labs are operating as a sister site and data will be linked amongst several VA sites. For that reason, all sites MUST use the same equipment and software or the ability to pool the data across sites and across studies will be severely handicapped. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing with a Size Standard of 1,250 employees. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received prior to August 28th, 2024. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Jonatan.Rondon@va.gov and received by 16:00 hours EST on August 28th, 2024. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on-time.
