- Type of Notice This is a Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain market research information regarding the capability of qualified sources to perform a potential requirement. Any information submitted in response to this Sources Sought Notice is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. Background The National Oceanic and Atmospheric Administration (NOAA), Office of Satellite and Product Operations (OSPO) is responsible for the management and operations of the Satellite Operation Control Center (SOCC) and the Environmental Satellite Product Center (ESPC). The SOCC manages and directs the operation of NOAA's satellites and the acquisition of remotely sensed data. The Office has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and Command and Data Acquisition (CDA) facilities at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. NOAA OSPO supports the telemetry, commanding, analysis and navigation of POES and GOES weather satellite systems. The navigational functions that assure accuracy of satellite orbit position and calculations to predict the need for orbit corrections are based on Systems Tool Kit (STK), a software suite by Ansys Government Initiatives, Inc (AGI). OSPO also uses STK Pro, STK Scheduler, and Scheduler Online for the Enterprise Automated Scheduling Implementation (EASI) Common Service to support scheduling all NOAA antennas. This software is used to generate validated, optimized, and de-conflicted NOAA schedules for satellites, ground sites, and other resources as needed for NOAA operations. Software for scheduling satellites, antennas, and other ground systems. Software that can be integrated into EASI, and act as a common services for multiple satellite and ground systems. Key Capabilities Describe your software for modeling and simulation for digital mission engineering and systems analysis.� How does your software compare to the features and performance characteristics of STK Pro? How is it deployed? Does it have an API which would allow it to integrate with other NOAA systems and software? Describe your software for scheduling satellites, antennas, and other ground systems. How does your software compare to the features and performance characteristics of STK Scheduler? How is it deployed? Does it have an API which would allow it to integrate with other NOAA systems and software? What is your product�s compatibility with STK, as STK is the foundational component of EASI? If you do offer software as described above, please describe your experience deploying that software for customers with similar operational requirements as NOAA OSPO. Would your software be able to deploy into existing NOAA systems by 9/30/24? Capability Submissions We encourage all responsible sources, particularly small businesses, to submit a response to this notice. Capable sources should submit a response that clearly details the capability to provide the salient characteristics and key capabilities described above. To minimize the burden of responding to this Source Sought, capable sources may submit their response in any electronic format they choose. Please limit the length of the response to no more than 10 pages. General capability statements or documents are acceptable if they address the information sought in this Notice.� The assigned NAICS code is 513210 �Software Publishers� with a small business size standard is $47 million. Responses should also include an indication of current business size; this indication should be clearly marked on your capability statement as well as the business name, point of contact, address and Unique Entity Identifier (UEI). All capability statements sent in response to this Sources Sought Notice must be submitted via email to Jame Change, Contracting Officer, jame.chang@noaa.gov and Jason Zick, Contract Specialist, jason.zick@noaa.gov� by the time and date listed in this Notice.
