- 1. Will the performance period be extended past the 03/01/25 date with option years? This is a huge lift for a 6 month commitment. Potentially. There is up to a year total period of performance if a Option to extend 6 month is exercised. Once the contract is expired it future requirements will be budget dependent. 2. Since this is now a SDVOSB set aside, are the current and past incumbents no longer eligible? No. 3. Are you able to share why the incumbent is being replaced? Is this a performance issue? No current incumbent. Not being replaced 4. Could the government clarify the role of the Supervisor? Does the Supervisor work alongside the Government's EVS management? Supervisor will handle all ER/LR/HR related issues and be POC for contracted company. Yes ,they will work together. Hours will be Mon-Fri 0730-1600 to fully integrate with EVS. 5. Could the government clarify the phase-in timelines for the contractor given the short turnaround time? 7-8 Sep 20 contractors each day to start fingerprinting and background paperwork. 6. Could the government clarify whether newly hired employees require the standard VA Background Check? Yes they will. 7. Could the government clarify whether or not Sanford Federal is the incumbent as shown in industry research? No, Sanford is not the incumbent. The most recent incumbent was Mark VII. 8. What does the government consider a reasonable time in finding replacement personnel that requires background checks? Once VA background checks are submitted they can begin work. If someone doesn t clear they have 14 days to replace. 9. Are all 40 workers working Monday through Friday to ensure 740,000 sqft is maintained? No. It is a 24/7/365 shedule. 10. Is there an incumbent. If so who is it? And award number? If you don't have one, how long have you been without? No incumbent, without 7 Months. 11. Will Gov provide the larger pieces of equipment buffers, ride-on type of equipment, buffers, side by side machines? Yes 12. Consumer products TP, hand towels to be furnished by Gov? Yes 13. Would it be ok if they are 75% hired prior to the start of PoP and then onboard during the first couple of weeks? No 14. Plan to use large subcontractor that currently handles airports and hospitals Subcontracting is fine as long as 51% is done by the SDVOSB per VAAR 852.219-73 15. Page 14 outlines Periodic Cleaning Services, with intervals for said services. 16. Our understanding is this contract is to work in tandem with current EMS staff. Are we required to ensure that these intervals are met or is it the responsibility of the EMS to ensure these are met? They will work in tandem with EMS staff which will in turn meet EMS requirements. 17. Confirm if the intent of this project is to provide staffing that will be directed by EMS personnel or if the intent is to provide personnel to achieve all the requirements outlined in the SOW at the frequency intervals stated. Yes it is to provide staffing according to EVS supervisors and EVS leads, which will in turn meet the requirements of the SOW. 18. If it is the intent to achieve the requirement outlined, the staffing levels shown (39 people) will be insufficient for the listed work at the stated intervals. 39 is a sufficient number along with 1 supervisor. In the past we did it with 3 less people ( 37 people and 3 supervisors) and everything was met. 19. Please confirm it is the intent to provide staffing to be directed by the EMS or how to adjust pricing in the CLINS to account for the level of staffing needed to achieve the stated requirements at the intervals listed.
