Description
The U.S. Environmental Protection Agency (EPA) intends to award a non-competitive one (1) four (4) month base period plus two (2) one (1) month option periods to task order 68HERD23F0191 awarded to Verizon Wireless, for continued wireless telecommunication services under their GSA�s Multiple Award Schedule (MAS), 47QTCA20D00B5, supporting the EPA�s Office of Endpoint & Collaboration Solution Division (ECSD). This extension of the task order will ensure continuation of wireless mobile device services and coverage while EPA processes the re-competition and awards the follow-on task order. The current task order is set to expire on September 30, 2024. The associated North American Industry Classification System (NAICS) code is 517112 - Wireless Telecommunications Carriers (except Satellite) with a small business size standard of 1,500 employees. The associated PSC is DG11 for IT and Telecom � Network: Telecom Access Services. In accordance with FAR 8.405-6(a)(1)(i)(B), Verizon Wireless as the incumbent is uniquely qualified to seamlessly support the continuation of wireless mobile device services to ensure no lapse in services occurs at the EPA. Verizon Wireless currently provides mobile wireless services for approximately 2,500 devices and is the only wireless carrier source capable of providing the supplies or services at the level of quality required and without interruption in service. A lapse in wireless/telecommunication services would affect the Agency�s ability to perform crucial day-to-day technical support and program management services that facilitate, underline, and support the Agency�s mission. To prevent a lapse of services while the EPA processes the re-competition and awards the follow-on task order the current Verizon Wireless Task Order 47QTCA20D00B5/68HERD23F0191 expiring on September 30, 2024, should be extended. The re-competition for these services is scheduled to be completed during this extension period. Many of the 2,500 users who currently receive mobile services from Verizon Wireless, perform mission critical duties, protecting human health and the environment. A one (1) four (4) month base period plus two (2) one (1) month Option periods will allow EPA enough time to award the new Mobile Device procurement and mitigate an unacceptable risk to breaks in service. This notice is to state the Government�s intention to sole source this requirement and to determine if any other source(s) exist; and, therefore, no solicitation is available. In accordance with FAR Part 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the Agency. Responsible sources should 1) fully explain their capabilities and qualifications and 2) submit itemized pricing that is sufficient to make a determination that competition is feasible. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The notice, amendments, and other information related to this Notice of Intent (NOI) requirement as well as any subsequent procurement notifications will be posted on the Sam.Beta.Gov website at: www.sam.beta.gov. This notice is for information only. This is NOT a Request for Quotation (RFQ). No contract will be awarded on the basis of offers received in response to this notice. No reimbursement will be made for any costs associated with providing information in response to this NOI. At this time phone calls related to this NOI requirement are not being accepted.
