Description
All changes are incorporated in the attached solicitation titled: 36C24824Q1463-1. 1. Q: When will the solicitation be posted? A: Solicitation was posted to Opportunities on 8/15/2024 2. Q: Is there an incumbent contractor/contract in place? A: No incumbent 3. Q: What quantity would be expected annually? A: Please refer to the price/cost schedule of the contract. 4. Q: Is there a specific brand/type that will be noted in the solicitation? A: It must meet the salient characteristics specified in the solicitation. 5. Q: I see the solicitation has been posted. The SAM website says VOSB set aside but the solicitation itself notes SDVOSB. Could you clarify? A: Updated 1449 to say VOSB and included verbiage in block 20. 6. Q: Will bidders be required to present a signed Letter of Authorized Reseller from the manufacturer with the bid submission packet? A: Clause 852.212-71 added 7. Q: In order to prevent gray market items from entering the patient testing cycle, will language from VAAR Clause 852.212-71/72 Gray Market Items and this clause be added in the solicitation? A: See Question #6. 8. Q: Why is the NAICS code 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing being used for this for this Solicitation as this code does not contain the service elements this Solicitation requires?  Page 7 of the Solicitation under SCOPE states The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items necessary to provide disposable sleep study devices and the reading reposts.   Page 8 4c. states the contractor shall provide phone service to support the Veteran during use of the Home Sleep Apnea Testing (HSAT) kit on the night of testing.   Section 4d. and 4e on page 8 also include elements of service related to informing the VA of data availability and processing.  Invoicing on page 4 item e includes description of services provided. Typically, this service is provided under code 621610 Home Health Care Service. Given this code issue, we believe, given our broad market knowledge, this may be incorrectly set aside for a SDVOSB as there are very limited SDVOSBs that provide this service (vs reselling devices only) and meet all of the other required software elements. What acquisition software compatible with VA s utilization of an authorized Health Systems Integration Tool (page 8 item 4d) are acceptable to the VA for this contract? A: Market research was conducted and adequate NAICS and resources were determined. 9. Q: Page 6. B.1/Price/Cost Schedule, Item No. 0001, 1001, etc. Is there a specified brand for the disposable sleep device or is it provider choice? A: See Question/Answer #4. 10. Q: Page 8. g. Replace defective devices with a replacement that will be shipped to the OVAHCS. Are we able to bill for repeat testing in the event the device is defective and must be replaced? A: Added statement to the SOW (4. Deliverables, Contractor Responsibility: j.) clarifying who will pay for the defective replacement.
