- General Services Administration (GSA) seeks to lease the following space to be used as a Community Outpatient Clinic (CBOC) by the Department of Veterans Affairs in Philadelphia, PA: State:�Pennsylvania City:�Philadelphia Delineated Area: North - Starting at the Northwest corner of the Philadelphia County Line on County line Road, Follow the Philadelphia County Line to State Road. East - State Road to New State Road to Tacony Street to Bridge Street to Richmond Street to Orthodox Street. South - Orthodox Street to Castor Avenue to Adams Avenue to Roosevelt Blvd to Adams Avenue to Rising Sun Avenue. West - Rising Sun Avenue to Oxford Avenue to Pine Road to Welsh Road to the Philadelphia County Line to County Line Road. See attached map Minimum Sq. Ft. (ABOA):�25,000 Maximum Sq. Ft. (ABOA):�29,000 Space Type:�VA Community Outpatient Clinic Parking Spaces (Total):�Up to 100 Parking Spaces (Surface):�Up to 100 Parking Spaces (Structured):�N/A Parking Spaces (Reserved):�Up to 100 Full Term:�15 Years (180 Months) Firm Term:�10 Years (120 Months) Option Term:�N/A Additional Requirements: The Offered Space must be on no more than (1) contiguous floor and all Offered Space must be contiguous. Bifurcated sites, inclusive of parking, will not be considered. The following space configurations will not be considered: Space with atriums or other areas interrupting contiguous space; Extremely long or narrow runs of space (more than twice as long as wide); OR Irregularly shaped space configurations or other unusual building features adversely effecting usage. The Offered Building must not be located within 2,640 feet of an establishment where firearms are discharged outside. The Offered Building must not be located within 700 feet of active railroad tracks. The Offered Space must not be co-located with apartment space or other living quarters. The Offered Building must be located within 5 miles driving distance to a hospital or standalone emergency room center (excluding children�s hospitals). The Offered Building must be located within 5 miles driving distance to a fire department. The Offered Building must be located within 2 miles of a major intersection, as determined by the Lease Contracting Officer. Structured parking under the Offered Space will not be considered. The Offered Building shall not be located in an industrial park. A variety of employee services, such as restaurants, retail shops, cleaners, and banks shall be located within a 3-mile radius of the Offered Building, as determined by the Lease Contracting Officer. These employee services must be existing, or the Offeror must demonstrate to the Lease Contracting Officer�s reasonable satisfaction that such amenities will exist by the Government�s required occupancy date. A stop for one or more public bus or streetcar lines, useable by the Tenant Agency�s occupants and customers, shall be located within a safely accessible 2,640 feet from the principal foundational entrance to the Offered Building, as determined by the Lease Contracting Officer. Stops for consumer bus services do not meet this requirement. Qualifying transit routes must have paired route service (service in opposite directions during all posted service times) during business hours. Only trips in one direction are counted towards the threshold. If a qualifying transit route has multiple stops within the required walking distance, only trips from one stop are counted towards the threshold. Transit service must be existing, or the Offeror must demonstrate to the Lease Contracting Officer�s reasonable satisfaction that such transit service will exist by the Government�s required occupancy date. All interested parties must provide the name of the building, address, location of available space, rentable square feet offered, rental rate offered, number of parking spaces offered, and the contact information of an authorized representative. All interested parties must submit either evidence of ownership of the Offered Building or written authorization to represent the owner(s) of the Offered Building. Any submissions received without documentation of ownership and/or written authorization from ownership to represent the owner(s) will not be considered until such time the documentation has been received, which must be submitted prior to the Expression of Interests Due Date. In cases where an agent is representing multiple ownership entities, the agent must provide written acknowledgement/permissions to represent multiple interested parties for the same submission. Reference project number: 3PA0338 Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as �100-year� floodplain).
