Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for Blood Product Reagents to Corporal Michael J. Crescenz Medical Center. All work is to be completed in accordance with statement of Need. This sole source contract will be solicited and negotiated with Werfen USA, LLC, 180 Hartwell Road, Bedford, MA 01730-2433 under the authority of FAR 13.106-1 Single Source Justification. See attached Draft Statement of Work (SON). The North American Industry Classification System (NAICS) code for this procurement is 325413, In-Vitro Diagnostic Substance-Product Service Code for this requirement is 6550, Drugs and Biologicals. The Small Business Administration (SBA) size standard is 1250. Interested vendors that can meet this requirement, shall identify their interest and capability, and respond to this notice by 08/23/2024 by 10:00 AM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, ueiSAM Number, Socioeconomic Category, brief description of your business entities capability to handle this project at the Lebanon VA Medical Center. This Special Notice of Intent to Sole Source is for planning purposes only. No solicitation will be made available. This is not a request for quotations. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contracting Specialist at christa.stine@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely at the discretion of the Government. If no responses are received, Contracting will proceed with the sole source negotiation with Government Scientific Source, Inc. DRAFT STATEMENT OF WORK Immucor Blood Compatibility Reagents Background: The Pathology & Laboratory Medicine Service (P&LMS) at the Corporal Michael J Crescenz VAMC uses blood typing products to determine compatibility with blood units and patients for transfusion. The Blood Bank must have reagents to test the blood type and look for any unexpected antibodies and cross match blood to make sure it is compatible. Technical staff are trained, and competency assessed based on testing using these reagents and are familiar with the sensitivity and specificity of these specific reagents. All existing procedures are also validated using following reagents. The reagents are proprietary to Werfen USA, LLC, 180 Hartwell RD, Bedford, MA 01730-2433. Scope: Pathology & Laboratory Medicine Service wishes to obtain a onetime task order from FSS contract V797D-7011070110 to procure the reagents the period of performance is 10/1/2024-9/30/2024 Objectives: To continue in regulatory compliance for JAHCO, AABB, and the FDA by procuring the Immucor compatibility reagents on scheduled delivery. All deliveries must come to the Blood Bank (3B145) in department of pathology and laboratory medicine in timely manner. Government Furnished Property: N/A Security Requirements: There are no physical security requirements as this is a simple acquisition of Supplies.
