- NOTICE OF INTENT TO SOLE SOURCE USFWS DIV OF MGRTRY BIRD MGMT MONITORING OF EAGLES Anticipated Contract Value: $35,000.00 This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Company: EAGLE ENVIRONMENTAL INC. In accordance with FAR 8 and 13, the Department of Interior-US Fish and Wildlife Service Joint Administrative Operations-Acquisition and Property Operations-Goods and Services, intends to award a sole source action with Eagle Environmental Inc. to (1) coordinate and facilitate applications of satellite telemetry for golden eagle study and monitoring, and assist the U.S. Fish and Wildlife Service with management of data from such projects; (2) complete and publish report of results from multiyear assessment of post-release survival rates of rehabilitated golden eagles; (3) analyze data and report age of first territory settlement and breeding by golden eagles based on satellite telemetry data; (4) conduct initial analyses of northward summer migration movements by golden eagles tracked via satellite telemetry for U.S. Fish and Wildlife Service, Division of Migratory Bird Management, Laurel MD 20708 The USFWS National Raptor Program is tasked with conducting scientific investigations to support permitting decisions regarding take of raptors, developing regulations and policies governing take of raptors, and producing guidance useful in developing permit applications for take of raptors. The Service is exploring an eagle take permit process that will identify geographic areas where eagle abundance is predictably low enough that take can be estimated using existing information without the need for additional site-specific survey data prior to permit issuance. We anticipate that fatality data from wind energy projects under this new permit type will be collected by the Service through a monitoring program that will be expeditiously developed in FY 2023 and FY2024. In addition, the Service uses the data from satellite transmitters in models to estimate sustainability of eagle take permits, and to provide scientific information to quantify the effectiveness of mitigation required to offset any take that exceeds sustainable take levels. The contractor will assist the Service with the deployment of and management of transmitter and data acquired from those transmitters. The contractor will assist with the assessment and development of a monitoring plan for assessing large-scale impacts of changes to the Service�s permitting process for wind energy projects. The latter task includes coordinating the recovery of tagged golden eagles that have died, and to arrange for necropsies when appropriate. The contractor will also work with eh Service to complete a multiyear assessment of post-release survival rates of golden eagles. This procurement is a sole source requirement and is not a solicitation or a request for competitive quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
