- Request for Quote This acquisition is conducted in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with the procedures of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, and conforms to the requirements in place through FAC 2024-05, effective May 22, 2024. This acquisition is set aside for small business. The Department of the Interior (DOI), United States Geological Survey (USGS), Pacific Coastal & Marine Science Center (PCMSC) seeks a single, firm, fixed-price contract for a consultant with expertise as a geoscientist to perform research to support funded earthquake hazard research projects in accordance with attached performance-based work statement (PWS), provisions, and clauses included herein. The workload expectations as described in the PWS are provided to describe the nature of the work. ANTICIPATED AWARD FOR THIS PERFORMANCE-BASED WORK STATEMENT WILL NOT RESULT IN STATUS AS A FEDERAL EMPLOYEE. The contracted geoscientist will research the study of active faulting and crustal deformation at several sites in northern California and will work in close cooperation with the Northern California Earthquake Geology Project within the USGS Earthquake Science Center. Some of the research tasks are well-defined and others include some amount of reconnaissance work and tasks for which the way forward will be determined as research progresses via communication between the USGS staff and the contractor. The objectives are to advance several lines of natural hazards research related to active faulting and deformation in California. The tasks include but are not limited to complex research steps that may involve fault trenching, sediment coring, geophysical surveys, exploratory excavations, reconnaissance work to identify new research sites, and the related analysis, documentation, and publication of research results. The place of performance includes USGS offices, Contractor's facility, and field sites in the western United States. Estimated period of performance: Base year: October 1, 2024 - September 30, 2025 Option year 1: October 1, 2025 - September 30, 2026 Option year 2: October 1, 2026 - September 30, 2027 Option years are subject to continuing need and the availability of funds. Responses will be evaluated by the following Trade-Off factors: -Skill/Technical Capability: Vendor shall provide technical quote to demonstrate understanding of the requirement. -Experience: Two (2) Recent and Relevant Sources -Past Performance: Two (2) Recent and Relevant References -Firm, Fixed-Price for each Phase 1 and Phase 2 For Technical Capability, the vendor shall provide a technical description of the services being offered in sufficient detail and any necessary supporting documentation to demonstrate understanding of the requirement. Experience is the degree to and frequency with which you have performed similar work before. Recent and relevant experience is preferred. Past performance is the measure of how well you have performed similar work before. Recent and relevant past performance is preferred. Additionally, we will utilize the Contractor Performance Assessment Reporting System (CPARS) to the extent data are available and reserve the right to use any other source of past performance information. It is the vendor's responsibility to submit enough information to allow a meaningful evaluation in each of the areas described above. Failure to do so will negatively impact our evaluation of your submission. It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted. All quotations and all supporting documentation must be submitted by email to jongjoco@usgs.gov no later than September 10, 2024 at 1200 hours Eastern. Late submissions will not be accepted nor considered. Hard copies or any other means of submission will not be accepted nor considered.
