- Description
- (i) This is a combined synopsis/solicitation for commercial products being procured in accordance with the format in subpart 12.6, as supplemented with additional information as included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All clauses may be viewed in their entirety at www.acquisition.gov. (ii) The solicitation number is 140A0624Q0005 and is issued as a request for quote (RFQ). (iii) The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-05. (iv) This requirement is a total small business set aside. The relevant NAICS is 333111, Farm Machinery and Equipment Manufacturing, 1,250 employees. This solicitation is an Indian Small Business Economic Enterprise (ISBEE) set-aside. (v) Line Items 00001: One (1) brand name or equal 60-inch disk mulcher. (vi) Bureau of Indian Affairs, Midwest Regional Office, is seeking quotes for a brand name or equal disk mulcher for the CAT 299D3 XE Land Management Compact Tract Loader. Any contract resulting from this solicitation will be firm-fixed price. (vii) The anticipated delivery date is February 28, 2025. The equipment must be delivered to the Great Lakes Agency, 916 West Lakeshore Drive, Ashland, WI 54806-1357. (viii) FAR provision 52.212-1 Instructions to Offerors - Commercial Products and Services (SEP 2023) applies to this acquisition. (ix) Award will be made in accordance with FAR Part 12.212-2, Evaluation-Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers using the Lowest Priced Technically Acceptable (LPTA) source selection process. (i) Technical capability of the item offered to meet the Government's requirement. Technical is the factual documentation of the firm's ability to meet the specifications. a) Provide the brand, make, model, and specification list for the equipment. If quoting products that are equal to the specified brand name products, provide a complete a side-by-side comparison list identifying the equivalent specifications. b) Must be authorized dealer, reseller or partner to sell the equipment and provide documentation with offer. (ii) Past Performance (iii) Price Technical and past performance, when combined, are approximately equal when compared to price. (x) FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services (MAY 2024), applies to this acquisition. The Offeror verifies by submission of their quote that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this quote is submitted and are incorporated in this quote by reference (see FAR 4.1201). Department of the Treasury's Invoice Processing Platform System (IPP). ""Payment request"" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.
