- PRE-SOLICITATION NOTICE This is a pre-solicitation announcement only. Solicitation documents will be available on or about August 29, 2024. The solicitation will contain all necessary proposal instructions. This is an FY 25 Requirement Proposals will only be requested and accepted from Vendors on the VISN 21 MACC GROUP two (2) IDIQ contract. All MACC (Group 2) holders are afforded the opportunity to submit an offer for this TORFP. All interested MACC (Group 2) holders shall submit a proposal for this task order that responds to the instruction as stated in the TORFP solicitation. All Vendors must verified and registered in the System for Award Management (SAM) and be verified in the Small Business Administration s (SBA) Veteran Small Business Certification (VetCert) as a Service-Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. All Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have current online Representations and certification Application on file with SAM.gov. Service-Disabled Veteran-Owned Small Businesses must have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in on the SBA s, Veteran Small Business Certification (VetCert) at https://veterans.certify.sba.gov/#home per VAAR 819.7003. The applicable North American Industry Classification System (NAICS) Code is 236220 -Commercial and Institutional Building Construction, and the small business size standard is $45 Million. PSC Code is Z1DA, Maintenance Of Hospitals and Infirmaries. In accordance with both FAR 36.204 and VAAR 836.204 Disclosure of the magnitude of this construction project is anticipated between $5,000,000 and $10,000,000. The Government intends to award a single firm-fixed price contract without conducting discussions with offerors; however, the Government reserves the right to conduct discussions if later determined to be in the best interest of the Government. The basis of an award is a trade-off between non-priced factors and price all details will be provided in the future posted solicitation. Department of Veterans Affairs, Network Contracting Office (NCO) 21 will be issuing a request for proposal soon and is distributing a pre-solicitation notice for the VA Northern California Healthcare System, Sacramento VA Medical Center, located at 10535 Hospital Way, Mather, California 95655. The Department of VA is seeking to procure construction services to renovate the existing Mather outpatient pharmacy. The contractor must provide all labor, equipment, tools, materials, parts, supplies, and supervision necessary to perform renovation services. This project will renovate/upgrade the HVAC and mechanical system for the new Outpatient Pharmacy space and provide all new unfractured to meet current design guides. This renovation will provide a state-of-the-art Outpatient Pharmacy space to efficiently serve the patient load and improve workflow overall for the staff. This project will also provide construction drawings for temporary space the pharmacy will operate out of during the renovation. The project will also correct numerous condition deficiencies, particularly those that relate to the essential plumbing and mechanical systems needed for a fully functional pharmacy. The period of performance (POP) is anticipated to be 426 calendar days from the issuance of the notice to proceed.
