2 Sources Sought Synopsis Only 2 The purpose of this synopsis is to gain knowledge of potential qualified sources of service-disabled veteran owned small business (SDVOSB) relative to NAICS 541620. Note that if VA s pending market research establishes that two or more SDVOSB which are certified on SBA s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.  Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement. Complete the information requested below and attach any pertinent documents/ information/marketing materials necessary. General Requirements: The National Cemetery Administration (NCA) owns and operates a significant infrastructure portfolio of National Cemeteries throughout the nation. NCA is committed to protecting its workers from hazardous conditions in the workplace. Additionally, the Occupational Safety and Health Administration (OSHA) requires that federal agencies establish a comprehensive program for the evaluation of Federal employee occupational safety and health programs and all areas and operations of each workplace, including office operations, shall be inspected at least annually. The purpose of the future procurement will be to engage a contractor with the necessary health and safety expertise to conduct Annual Workplace Evaluations (AWEs) and to provide Industrial Hygiene (IH) monitoring support for NCA nationwide. This approach will ensure that NCA receives expert and third-party feedback to both identify hazards and how those hazards should be mitigated by an independent and highly skilled firm with extensive experience and credibility in this critical area. The intent is to establish a Base + 4 Option Year contract to the contractor who is capable and has a fair and reasonable price. This document is not a solicitation and should not be taken as such. Each AWE visit will include a Pre-Visit Conference Call, Opening Conference, and Closing Conference with the applicable NCA personnel, followed up with a written AWE report. Each IH monitoring visit will include a Pre-Visit Conference Call and a meeting at the time of arrival to coordinate details with on-site personnel, as needed. A written report of the results of the IH monitoring will follow. AWEs at most NCA facilities will require a one-day visit plus travel to and from the facility. Some of the larger facilities could require 2 days depending on size and complexity. The Contractor will be responsible for preparing a draft schedule each year for approval based on the locations to be visited that year. The schedule will be made to minimize travel and combine individual visits within a normal work week. Please answer questions the questions: How long have you been in business? Have you done this type of work for the Federal Government previously? How many inspectors would you use? How long would delivering a report take after a visit? This notice is neither a request for competitive proposal nor solicitation of offerors. This notice is to assist the NCA in determining sources only and a solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this Sources Sought Synopsis is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.
