- NSWC Crane Synopsis Template TITLE: N0016424CB002 � NON-PERSONAL ENGINEERING SUPPORT SERVICES FOR PEO IWS 12 NATO SEASPARROW PROGRAM OFFICE (NSPO) � PSC R425 � NAICS 541330 Issue Date: 11 June 2024 � Closing Date: 26 June 2024 � ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane intends to award a Cost-Plus-Fixed-Fee contract for a 75-day base period of performance (PoP) with a 100-day option period with BAE Systems Technology Solutions & Services, 520 Gaither Rd. Rockville, MD, 20850-6198. This effort is Engineering Support Services in support of NSPO. This effort manages and administers support for the Mk57 Mod 2-13 NATO SEASPARROW Surface Missile System (NSSMS), Mk73 Mod 1-3 Transmitter Group, Mk29 Guided Missile Launching System (GMLS), Mk48 Guided Missile Vertical Launch System (GMVLS), Mk56 GMVLS, Mk25 Canister, Dutch Configuration (DC) Fire Control System (FCS) Evolved SEASPARROW Missile (ESSM), and associated components as well as any improvements thereto. The proposed contract action will be awarded on a sole-source basis for services to BAE Systems Technology Solutions & Services, 520 Gaither Rd. Rockville, MD, 20850-6198, under the statutory authority 10 U.S.C 3204(a)(1), as implemented by of FAR 6.302-1(a)(2)(iii)(B). The basis for restricting competition is the unacceptable lapse in NSPO ESS. Any interruption in support services for NSPO would negatively affect mission readiness and would have long-term cost impact to the taxpayer. BAE is the only vendor capable of continuing to provide the Navy uninterrupted ESS to NSPO. A formal solicitation will not be issued. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
