Description
This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price contract to University of Colorado Boulder The purpose of this work is to provide research, coaching and in-person training sessions in support of the NFRMP as well as other related USACE technical assistance programs, as well as supporting the overall vision, mission, goals, and principles of the NFRMP, including the USACE Silver Jackets Program. Under a prior interagency agreement, the NHC worked with the USACE to develop multiple information products and in-person as well as online trainings that identify best practices for risk communication with socially vulnerable populations. Because this work will build on the strengths of this multi-year academic-federal agency partnership and integrates many of the lessons learned from the teaching and evaluation of the in-person training sessions (Task 2), this relationship would continue for the entire award period. The goal of this partnership in the longer-term is to expand access to training information more broadly within USACE, resulting in increased responsiveness to USACE needs and opportunities. The required services would encompass monthly meetings to discuss and finalize scope details and verify a timeline that is within the agreement period of performance, associated research, in-person training session(s) �to be facilitated by the NHC, coaching calls, the evaluation and refining of the trainings based upon feedback gathered by the NHC, review of Floodplain Management Services (FPMS) interagency proposals, the dissemination of materials to stakeholder audiences and facilitating a 2-day partner meeting with Silver Jackets interagency partners.� The period of performance is five (5) years from the date of contract award. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. USACE intends on proceeding with awarding a fixed price contract to University of Colorado - Boulder.�
