- An organized site visit has been scheduled for August 7, 2024, at 9:30 am (EST). See 52.236-27 SITE VISIT clause for details. A Pre-Proposal Conference will be held via teleconference on Thursday, August 8, 2024, at 10:00 am (EST). The call-in number is: 1-844-800-2712, and the Access Code is: 1999 39 5620. The Webex link to be utilized is as follows: https://usace1.webex.com/meet/anelis.i.nazario-castillo. Interested contractors are highly encouraged to attend to both the site visit and the Pre-Proposal Conference. The work includes stabilization of existing slopes for the San Fernando Bastion. Work to be performed includes, but is not limited to, clearing and grubbing of existing slopes face out of any possible debris and vegetation, installation of slope drainage systems, erosion control measures, installation of a soil nail system and a shotcrete wall to prevent erosion, final grading at the top and toe of the slope areas for proper drainage and conveyance of runoff, and re-installation of existing features affected or impacted by the proposed work. The work will take place in the vicinity of the San Fernando Bastion an historic structure, which must be protected from any physical or aesthetical damage from the construction operations at all times. A total of approximately 300 soil nails, 35 feet in length, and 35,000 square feet of shotcrete is required. The San Juan National Historic Site was erected in the 1500s and a battleground throughout multiple wars, most notably the Spanish American War in 1898. It is home to a number of Formerly Used Defense Site (FUDS) and may have risks of unexploded ordnance below ground. Refer to Section 01 35 30 MUNITIONS AND EXPLOSIVES OF CONCERN (MEC) CONSTRUCTION SUPPORT for further requirements. Proposals are due on Thursday, August 29, 2024. The NAICS code is 237990 and small business standard size is $45,000,000.00. THIS IS A TOTAL SMALL BUSINESS SET- ASIDE ACQUISITION. ALL RESPONSIBLE CONTRACTORS ARE ENCOURAGED TO PARTICIPATE. Award will be made to the offeror whose proposal represents the best value to the government, taking into consideration both non-price factors and price. Proposals will be evaluated in the areas of Technical Merit, Past Performance, and Price. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. This contract will have a period of performance of 550 calendar days from issuance of the Notice to Proceed (NTP). This Project does contain options. In accordance with FAR 36.204 ? Disclosure of the Magnitude of Construction Projects, the magnitude associate with this requirement is between $5,000,000 AND $10,000,000.00.The RFP will be issued in electronic format only and will be posted on Sam.Gov Opportunities website at https://sam.gov/.
