- PRE-SOLICITATION ANNOUNCEMENT CESAR E. CHAVEZ NATIONAL MONUMENT CALIFORNIA REPLACE AIR CONDITIONING UNITS RFP No. 140P8524Q0114 The National Park Service (NPS) has a requirement to replace unitary air conditioning units at the Cesar E. Chavez National Monument, in California. The Contractor shall provide all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization. The scope of this proposed contract includes, but is not limited to: 1. Make and provide needed duct transitions and stands necessary to mount and connect provided package units to existing ductwork. Stands will be constructed and founded in a manner to meet any applicable seismic requirements. All as specified herein. 2. Provide for scheduling and sequencing of work of work to avoid undue impacts to Visitor Center operations and provide for protection of the public, staff, and property from contractors activities. a. Integrate work with staff in a manner to preserve public access and minimize discomfort during Visitor Center daily operating hours of 10 a.m. � 4 p.m. Only one package unit may be taken out of service at a time, if more than one is contracted for replacement. 3. Remove and properly dispose of the units contracted to be replaced. 4. Replace building exterior mounted electrical disconnect switches, cabinets, flexible conduit connectors, and wiring to package units. 5. Provide, install, and program programmable set-back thermostats, in number to match the base and optional units replaced, along with suitable control wire, if the existing is not compatible. Provided thermostats shall be equipped with integrated locking covers with programmable security to limit the range of temperature selection and defeat tampering. 6. Mount and connect package units to power, fuel gas, and thermostat controls. 7. Start-up, test, and retro-commission each installed package unit system. 8. Provide training to staff in the service and operation of installed equipment. This procurement is set-aside for Small Business (SB) concerns only. Offers received from concerns that are not Small Business concerns shall be considered nonresponsive and will be rejected. The North American Industry Classification System (NAICS) code is 238220; the small business size standard is $19.0 million. The construction magnitude for this solicitation is $25,000.00 to $100,000.00. The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a Best Value determination made after consideration of price and other non-price factors (technical approach and past performance) as listed in the RFQ. The RFQ will be available via electronic commerce only and may be accessed on or about 28 August, 2024, at SAM.gov: https://sam.gov/. The due date for quotes is estimated to be 16 September 2024. However, this may be extended at the discretion of the Government. Prospective offerors are responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ. An organized site visit has not been scheduled, information on site visits will be included in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a SAM unique entity identifier number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website. A contract award may or may not result from this solicitation, and all costs associated with preparing proposals are at the contractor�s own expense.
