- This is an amendment to a previously synopsized Request for Proposals for the National Park Service, Redwood National Park (REDW) for a contractor to replace an existing adhered modified bitumen system roof on the upper and lower roof (including fascia and flashing throughout) at the Headquarters Building in Crescent City, Del Norte County, CA. This Amendment no. 1 is necessary to incorporate changes made in the Solicitation Terms/Provisions/Clauses, Specifications, Plans (Drawings), add Initial Site Visit Info and Q&A, and add As-Builts. Solicitation is changed as follows: (1) New Attachment 7, Initial Site Visit Info and Q&A. This includes detailed questions/answers from the first site visit that occurred July 30th. A second site visit is scheduled for Friday, August 16th, at 11am PDT at same location - see details below. (2) New Attachment 8, Revised Terms-Provisions-Clauses, changes made to Sections B, J, and L. (2.1) SECTION B PRICE SCHEDULE was changed to notify offerors not to use the Bid/Price Schedule Excel worksheet provided in Attachment no. 6, but to instead use the revised version in Attachment no. 9. (2.2) SECTION J LIST OF ATTACHMENTS was changed to add Attachments no. 7 through 13. (2.3) SECTION L INSTRUCTIONS, CONDITIONS, NOTICES TO OFFERORS changed provision 52.236-27 Site Visit, providing a second site visit opportunity. Other changes made in Section L were items A.4 and F.2. (3) New Attachment 9, Revised Bid/Price Schedule. Offerors shall use this new Price Schedule in Attachment no. 9 instead of the original version provided in Attachment no. 6. (4) New Attachment 10, Revised Specifications. The Specifications originally included as Attachment no. 4 have been replaced by the revised version as Attachment no. 10. Offerors shall refer to Attachment 10, Revised Specifications. Changes made are summarized as follows: (4.1) Section 01 11 00 - Summary of Work: Item 1.2, B, added text: ""The new roof will consist of a TPO or PVC membrane system."" (4.2) Section 01 27 00 - Definition of Contract Line Items, Item 3.1, B, Line Item 2: changed the line item title from ""Disconnect Solar Array, Remove Existing Roof, Haul & Dispose"" to ""Disconnect Solar Array, Disconnect Piping & Appurtenances, Remove Existing Roof, Haul & Dispose."" Also, new text was added to the line item description: �This work includes removing any other roof top piping, conduit, appurtenances etc. as necessary for construction of new membrane.� (4.3) Section 01 27 00 - Definition of Contract Line Items, Item 3.1, E, Line Item 5: added text ""New plywood shall match type, thickness and nail pattern of existing plywood."" (4.4) Section 01 27 00 � Definition of Contract Line Items, Item 3.1, G, Line Item 7: changed the line item title from ""Construct TPO Roof"" to ""Construct Membrane Roof"" and added to line item description ""...new fully adhered 80-mil TPO membrane roof or 60-mil PVC membrane roof...� (4.5) Section 01 27 00 � Definition of Contract Line Items, Item 3.1, H, Line Item 8: clarifies that this line item now includes wood blocking to close vents (line item description changed adding new sub-items 3 and 4) (4.6) Section 01 27 00 - Definition of Contract Line Items, Item 3.1, I, Line Item 9: revised to specify 24-ga, manufacturer coated material (line item description changed by adding new text in sub-item 1 and added new sub-item 3). (4.7) Section 01 27 00 - Definition of Contract Line Items, Item 3.1, L, Line Item 12: changed the line item title from ""Install Walkway Pads, Reinstall Solar Array"" to ""Install Walkway Pads, Reinstall Solar Array, and Misc. Plumbing & Appurtenances."" Line item description changed to add text to sub-item 1 and added new text to sub-item 2. (4.8) Section 07 54 19 - Polyvinyl-Chloride (PVC) Roofing. This is a new section added to the Specifications. (5) New Attachment 11 Revised Roof Plans. Drawings edited to remove ""TPO"" callout. Membrane roof is now generically referenced. Also edited detail 2/A400 to remove reference to framing addition modifying roof height. (6) New Attachment 12, As-Builts 1974 REDW HQ. (7) New Attachment 13, As-Builts 20065 REDW HQ Structural Improvements (8) NEW SITE VISIT OPPORTUNITY: An organized site visit as a second opportunity during the solicitation phase, is scheduled for Friday, August 16th, 11am PDT. While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. Interested parties met at the Headquarters Building (gathered in the breezeway adjacent to the visitor information center). Headquarters Building address is 1111 Second Street, Crescent City, CA 95531. RSVPs are due no later than 4pm on 8/15/24. RSVP shall include providing the business name, point of contact name(s), and mobile number(s). RSVPs shall be sent by email to: Phaedra_Fuller@nps.gov and cc: Brian_Crowell@nps.gov and Patrick_Pollard@nps.gov. Request for individual site visits will not be honored. REMINDER: Proposals are due by 3pm (PDT) on Wednesday, August 28, 2024 submitted electronically by email to phaedra_fuller@nps.gov. Refer to Section L and M of new Attachment no. 8, Revised Terms-Provisions-Clauses, for full details of what to include in proposal. ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL.
