- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a delivery order to the Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, for the procurement of supplies and services required to design, develop, and test software and ancillary hardware necessary for the integration of the Advanced Survivability Pod (ASP) onto the P-8A aircraft for the United States Navy. The anticipated period of performance is 3Q FY2025 through 4Q FY2028 and has an intended award date of 22 September 2025. The proposed contract action identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.""� The Boeing P-8A team, consisting of the Boeing Commercial Airplanes (BCA) and Integrated Development Systems (IDS) Divisions, is the Original Equipment Manufacturer (OEM) and sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A airframe, as well as the sole systems integrator, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirements described herein. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may, however, identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action is solely at the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail or U.S. Mail to the attention of Amanda Ellerbe, contract specialist or Ron Hickman, Procuring Contracting Officer using the contact information provided with this synopsis.
