Description
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. � Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Phillips Corporation, located at 7390 Coca Cola Drive, Ste 200, Hanover, MD 21076-1937 for an EOS IPCM M Pro Powder Sieving Station, manufactured by EOS, GmbH - Electro Optical Systems, based in Germany. Phillips Corporation, Federal Division, is the US domestic based authorized distributor for EOS, GmbH. The Period of Performance for delivery, installation, and training of the EOS IPCM M Pro Powder Sieving Station shall be effective for six (6) months from date of award. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with the small business size standard of 750 Employees. Description The Production Systems Group (PSG) in the Intelligent Systems Division (ISD) at NIST, EL, conducts research in metals-based additive manufacturing (AM) to develop and deploy advances in measurement science that will enable rapid design-to-product transformation.� The PSG owns a fleet of additive manufacturing machines which it uses to conduct its research, including an existing, government owned, EOS M270 and M290 Laser Powder Bed Fusion (LPBF) machines, manufactured by EOS, GmbH based in Germany. The purpose of this requirement is to obtain one EOS IPCM M Pro powder sieving station, manufactured by EOS. The EOS brand name only requirements must be supplied by an authorized distributor of EOS, GmbH for the EOS brand equipment identified in this notice. The EOS M290 LBPM AM machine is physically located on the NIST campus at 100 Bureau Dr, Gaithersburg, MD 20899, in Building 304, Room 124. All service and parts shall be covered by the manufacturer or contractor�s standard commercial warranty. The serial number of the existing EOS M290 LPBF is SI3059. �� � The Contractor shall (1) deliver one fully integrated and operational IPCM M Pro powder sieving station to the NIST Gaithersburg campus, (2) provide assembly and installation of the system by a trained technician, (3) conduct testing and validation of system operation, and (4) provide training to NIST personnel on programming and safe operation of the system.� All are inclusive of FOB Destination delivery, installation, warranty and training. The Contractor shall provide a system, quantity one (1), that meets all technical specifications identified below: 1.��� Size Requirements: The product quoted shall adhere to the following size limitations due to NIST space limitations for the required instrument. i.��� Max height (installed): 83 inches high. ii.��� Max width (installed): 32 inches wide. iii.��� Max depth (installed): 52 inches depth, not including open chamber door or rear clearance. iv.��� Max weight shall be 300Kg. when empty 2.��� The system shall be compatible with the EOS M270 and M290 LPBF AM machines. 3.��� The sieving unit shall be fully enclosed in sheet metal housing. 4.��� The unit shall have the ability to vacuum powder directly into the sieve so the whole process is integrated as an all-in-one system. 5.��� The system shall have a conveying rate of at least 30L. 6.��� The system shall have a Pneumatic pump vacuum system at a system flow rate of 156 m^3/h minimum. 7.��� The unit shall include the ability to sieve under both Argon and Nitrogen environments. 8.��� The system shall have a sieving rate of at least 120Kg in 30 minutes. 9.��� The unit shall be a Cylindrical Ultrasonic sieving system. 10.��� Additional Requirements shall include the following: i.��� Lifting Trolley ii.��� (2) material change sets minimum iii.��� (2) 20L stainless steel powder containers minimum iv.��� (2) sieves of proper size range for sieving powders like In625, In718, SS 17-4, SS 15-5 powders minimum v.��� Guided user interface for automated sieving vi.��� Sieving presets for up to 10 powders minimum vii.��� Mobility with an active handbrake minimum viii.��� Camlock coupling system to lower the risk of powder spillage and contamination. ix.��� Regulatory conformance of CL/UL & ATEX Sole Source Determination The sole source determination is based on the following: For purposes of compatibility with existing equipment, the subject supply must be compatible with the existing, government owned EOS M290 LBPM AM machine.� The EOS IPCM M Pro powder sieving system is required for purposes of compatibility with existing equipment and continuity of science and research, including current equipment, research protocols and instrument setup. Further, the EOS IPCM M Pro Powder Sieving Station allows for direct hookup with the M290 system and allows for future additions and add-ons to the current M290 which give the overall system greater safety features and efficiency in handling the powders for the researchers that are conducting experiments.� It also allows for greater control and repeatability in the collection of the powders from experiments conducted with the system. No other sources are known to exist that produce an EOS IPCM M Pro Powder Sieving Station capable of compatibility with the existing system or of achieving the technical specifications of this requirement. The EOS IPCM M Pro Powder Sieving Station must be purchased directly from Phillips Corporation. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
